synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation will not be issued. This is a
request for quotations (RFQ) and the solicitation number is
RQ8000-99-027. This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-11. This is a small business set-aside acquisition. The standard
industrial classification code is 2421 and the small business size
standard is 500 employees. ITEM 01: 1400 EA Redwood Construction Heart
grade rough posts 4"x6"x8'; ITEM 02: 140 EA Redwood Construction Heart
grade rough posts 4"x4"x8'; ITEM 03: 6 EA Redwood Construction Heart
grade rough posts 10"x10"x10'; ITEM 4: 30 EA Redwood Construction Heart
grade rough posts 4"x4"x16'-6". NOTE: Because of the large size of this
order, it is expected that the Redwood will be cut and shipped in a
green or unseasoned condition. To ensure proper seasoning over the
winter and spring, and to prevent warping and checking, Contractor must
package Redwood posts as noted below. Contractor may use an alternate
method of packaging with the approval of the Contracting Officer.
SPECIFICATIONS FOR REDWOOD: All Redwood shall be endorsed by the Forest
Stewardship Council (FSC). All Redwood shall meet or exceed the grade
requirements for Construction Heart grade as described in the latest
edition of the Standard Specifications for Grades of California Redwood
Lumber. All Redwood shall be Free of Heart Center (FOHC). All Redwood
shall be rough sawn to the full dimension specified if available. If
full dimension is not available, then it is to be as full sawn as
available. All Redwood posts shall have both ends cut squarely. After
cutting to size, ends of redwood posts shall be sealed to control
moisture loss and prevent warping and checking. Ends may be sealed with
latex stain or paint that matches the color of the redwood. Contractor
may substitute paraffin or another product made specifically for the
purpose of sealing the ends of lumber, such as Anchor Seal, provided
that the product is clear in color and can withstand freezing
temperatures. Only the ends of posts shall be coated with sealer. The
redwood posts are to be used in the rehabilitation of an historic fence
and will be installed rough sawn as they arrive from the mill, without
any further milling or planing. Care must be taken in applying the
sealer so that no sealer is applied to the sides of the posts. After
cutting, all Redwood is to be sticker stacked as noted below to prevent
warping and twisting. There are no requirements for moisture content.
REQUIREMENTS FOR PACKAGING REDWOOD FOR SHIPPING: Redwood posts are to
be shipped in sticker stacked bundles not to exceed 1500 pounds in
weight. Bundles shall be constructed to allow handling by a forklift
and storage on level ground. Redwood posts shall be stacked in layers
with 1x2 or 1x3 sticker lath of a uniform thickness separating each
layer of posts. Posts on each layer shall be laid tightly against each
other, and shall also be aligned vertically. Stickers shall be placed
approximately 12" from the ends of posts and spaced uniformly, with a
maximum of 24" between stickers. Bundles of sticker stacked posts
shall be banded with flat metal straps aligned with the stickers. The
metal straps shall be tight and flat against the redwood to prevent
shifting during shipping and warping or twisting during seasoning.
Redwood shall be protected from crushing by the metal straps, including
the use of suitable protection at corners. DELIVERY AND UNLOADING ON
SITE: Redwood shall be delivered to the Auditorium area of Manzanar
National Historic Site (the Park) which is located on the west side of
US Highway 395 approximately 5 miles south of Independence,
California. Contractor must coordinate delivery with the Park
Superintendent, Ross Hopkins, at least two weeks prior to the actual

or (760) 878-2031. Redwood shall be delivered FOB destination during
the month of October 1999. Redwood bundles shall be placed in a
location near auditorium, as designated by the Park Superintendent.
Contractor shall provide all equipment and supplies, including a
forklift, to off-load and stack Redwood at the delivery site. Redwood
bundles shall be shimmed to level on the site to prevent shifting or
warping during seasoning. Stacked bundles shall be aligned vertically
and horizontally with supporting bundles. The provision at FAR
52-212-1, Instructions to Offerors -- Commercial Items, applies to this
acquisition. The provision at FAR 52.212-2, Evaluation -- Commercial
Items, is applicable to this acquisition with specific evaluation
criteria being (i) technical capability of the items offered, (ii)
price. Evaluation factor other than price is equal in relative
importanceto price. All offerors shall include a complete copy of the
provision at FAR 52.213-3, Offer Representations and Certifications --
Commercial Items, with its offer. Those firms not in possession of the
provision in full text may contact this office and a copy will be faxed
to you. Also, full text of clauses and provisions may be accessed
