This is a combined synopsis/solicitation for commercial services
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This Announcement
Constitutes The Only Solicitation ; Quotes Are Being Requested And A
Written Solicitation Will Not Be Issued. Solicitation Number RFQ EASC
99-2017 is issued as a Request for Quotation. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-13. This procurement action is a small
business set-aside. The associated standard industrial classification
code is 1542. A firm is a small business for the purpose of this
requirement if its annual receipts are less than $17 million. 01.
Restrooms Renovation for the National Marine Fisheries Services Woods
Hole, MA. The Contractor shall provide the necessary personnel,
materials, and equipment to completely renovate restrooms in accordance
with the Americans with Disabilities Act Standards and the Scope of
Work. Quantity Unit/Issue Unit Price Amount 1 LOT $__________
$__________ The award will be based on price, past performance, and
quality. The contractor shall include a description of current and past
work of a similar or identical nature in such a manner that an
evaluation can be made of the performance history and the relevance of
this experience to the requirement of this solicitation. The
contractor shall include phone numbers, contacts, and any other
information necessary to verify credentials. The provisions at
52.212-1, Instructions to Offerors-Commercial applies to this
acquistion and there are no addenda to this provision. The contractor
shall include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.

Department of Commerce, NOAA, Eastern Administrative Support Center,
200 World Trade Center, Room 209, Norfolk, VA 23510, Attention: W. L.
Taylor, Contract Specialist. Quotes must be received no later than 3:00
p.m. on September 13, 1999. Scope of Work Upgrade two existing
restrooms on the second floor of the Maintenance Building to meet the
Americans with Disabilities Act (ADA) standards and the following
requirements: 1. The existing Women Room is approximately 6' x 8' and
contain one sink and two (2) toilets. 2. The existing Men Room is
approximately 6' x 8' and contains one sink, one (1) toilet and one (1)
urinal. 3. Remove and dispose of all existing sinks, mirrors, toilets,
urinals, toilets partitions, ceilings, floor tile, electrical
fixtures, doors and frames. All demolished materials shall be removed
daily from the work site and legally disposed of by the contractor. 4.
Each new restroom shall be "unisex" and shall contain a vitreous china
sink (bowl size 16'x10"x5.5" deep or greater) with a goose neck faucet
and large lever handles; 4' of plastic laminate counter top with a 2'
x 2' storage cabinet with door and adjustable shelves; 18" x 30"
mirror with stainless steel frame; handicapped accessible toilet ( 17"-
19" height); stainless steel : grab bars, toilet paper dispenser, soap
dispenser, paper towel dispenser, and trash can; GFI duplex
receptacle; 2' x 2' suspended acoustical tile ceiling; ceramic floor
title; handicapped accessible hollow metal door and frame with lever
handles and locking hardware; 2' x 4' lay in recessed light fixture;
exhaust fan; wall switch to control both light and exhaust fan. Prepare
a scaled and dimensioned layout drawing showing the new arrangement of
sinks, mirrors, counters, cabinets, toilets, ceiling, floor tile,
electrical fixtures and devices, doors and frames to comply with the
ADA standards. . Submit the layout drawing along with catalog cut
sheets for all materials to the government Facility Manager for
approval prior to the Contracting Officer issuing the notice to proceed
with site work. 5. All new material shall be commercial grade. Provide
new materials by the following manufactures or approved equal:
American Standard Inc, Sloan Valve Company, Delta Faucet Company,
Bradley Corporation Washroom Accessories Division, Dal-tile
Corporation, Sherwin-Williams Paint Company. The new doors shall
include ADA compliant locking hardware with lever handles (exterior
shall have key access to open interior lock in case emergency) and
shall be capable of mechanically displaying "Occupied" and "Not
Occupied" notices. 6. Furnish and install the new materials in
accordance with the approved layout drawing and catalog cut sheets.
Patch holes in existing walls and paint all walls including new doors
and frames with two (2) coats of semi-gloss acrylic latex paint. Colors
shall be selected by the Facility Manager from the manufacturer's color
charts. 7. All work shall comply with the Americans with Disabilities
Act (ADA)) standards, the National Plumbing Code, the National
Electrical Code, and the local building code. 8. The building will
remain occupied during the construction. The contractor shall arrange
for site access and sequencing of the work with the Facility Manager
prior to the start of work to minimize the impact on the government
operations. Special Note: The existing Men restroom shall be completely
renovated and completed prior to the start of work on the existing
Women's restroom so that the Women's restroom can remain in service
until one new unisex restroom is completed. The contractor shall use
care not to damage any existing government property. Items which are
damaged shall be repaired or replaced by the contractor to the
satisfaction of the Facility Manager. 9. All interested quoters shall
visit the project site and inform themselves of the existing conditions
prior to submitting a Quote. No compensation will be given for extra
work which would have been revealed during a site visit. To arrange a
