This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 9TER-99-PAM-0020 is being issued as a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-13. The simplified acquisition procedures of FAR Part 13.5 are applicable to this procurement. This procurement is for the following: The Dudley Knox Library at the Naval Postgraduate School in Monterey, California provides library services and support to the students, faculty, and staff of the Naval Postgraduate School. A web-based management system is required that will allow for the ordering of books, periodicals, serials and monographic publications across campus. This web-based system will allow the library to identify required titles, track cost and location of all items purchased on campus and maintain control campus-wide data for all "library-type acquisitions across campus. This will allow the library to capture the total amount spent on these resources, provide the capability to get all resources cataloged and documented into their databases, and complete key searches and development of reports using this system. The web-based system must provide the interface for multiple source ordering and payment with the ability of the development of centralized reporting features defined by the customer. The system must allow approval processes. Ordering through this system must also allow for standing order payment and processing of the library's list of standing orders for periodicals, serials, and specialty publications and proceedings through a more direct and timely customized reports for the management, control and analysis of the acquisition process and Related to Standing Order acquisition. PLEASE ACKNOWLEDGE ALL REQUIREMENTS ON QUOTATIONS. No partial quotes will be considered. Please indicate FOB destination on quote. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Evaluation is based on best value including cost and ability to meet service requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. In addition to the guidance contained in FAR 52.212-4, contractors shall submit proof of delivery with their invoices. Proof of delivery may be in the form of a bill of lading or other shipping document signed by the receiving office. Invoices received without proof of delivery will not be accepted. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
