The National Institute of Standards and Technology (NIST) intends to negotiate with the Commonwealth Scientific and Industrial Research Organisation (CSIRO) of Lindfield, New South Wales, Australia, on a sole source basis for the fabrication of two precision silicon spheres to be used in the international Avogadro project. NIST will furnish the material for the two spheres which will be cut from two ingots having the following specifications: (1) diameter 103 mm, length 100 mm, impurities checked, method of growth FZ, microscopic defects none; and (2) diameter 103 mm, length 100 mm, impurities checked, method of growth FZ, and microscopic defects A, B-, D- swirl defects. The fabricated silicon spheres shall have the following specifications: sphericity better than 50 nm in the maximum difference from the mean; subsurface damage minimal; and mass to be specified by NIST. Required delivery is 24 weeks after receipt of order, FOB destination, Gaithersburg, MD. The Government anticipates award of a fixed price purchase order for this requirement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source in accordance with FAR 13.106-1(b). This notice of intent is not a request for competitive quotations. However, all quotations received by 3:00 PM Eastern Time September 8, 1999, will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Contracting Officer.
