900 Commodore Drive, San Bruno, CA 94066-5006 SUBJECT: NOTICE OF
INTENT TO AWARD A SOLE SOURCE PROCUREMENT DESC: This is a notice of
intent to award a sole source contract to Roy F. Weston, Inc. for Soil
Removal at UST 231/243 and 637 Sites; Completion of Removal Action
Summary Reports, UST Closure Reports, Fuel Line Reports, and Intrusive
Investigation Reports; and Construction/Implementation Phase Removal
Action by Intrusive Investigation at SWMU 52 Ordnance Manufacturing
Area, SWMU 54 Ordnance Production Filled Area, and Site 04 Abrasive
Blast Grit Disposal Area at Mare Island, Vallejo, CA under Other Than
Full And Open Competition as authorized by FAR 6.302-1. The completion
of TPH-contaminated soil removal at UST Sites 231/243 and 637 includes
the backfill and restoration of those sites to match the existing
condition prior to excavation. The report completion effort is for
documentation associated with the completed removal and disposal of
PCB-contaminated soil at Installation Restoration 13, lead-contaminated
soil at Installation 25, ordnance at the South Shore Area and Dredge
Pond 3M, TPH at UST 231/243 and 637 Sites, and contaminated soil at
Installation Restoration 17. The completion of removal of the remaining
20% of the Unexploded Ordnance and ongoing intrusive investigation by
excavation, and sampling and disposal of excavated anomalies and wastes
are to be in accordance with the intrusive Investigation Work Plan
Developed by Code 120, UXO, SSPORTS. The basis of the sole-source
justification is that the former SSPORTS employees that will be working
for Roy F. Weston have an intimate knowledge of the shipyard site, past
shipyard work practices, and the particulars of the cleanup projects.
Although not easily quantifiable, this knowledge and trust are likely
to save money and time in completing the subject services (i.e.,
avoidance of learning curve costs and delays). A new contractor would
have to familiarize itself with thesite conditions, the site
investigation data, the cleanup plans, the completed cleanup work, and
the evaluation of the cleanup work. Anticipated award date is
September 11, 1999. This notice is not a request for offers. A
determination not to compete this proposed procurement based on
responses to this notice is solely within the discretion of the
