synopsis for liquid nitrogen to be delivered by contractor furnished
tank trucks into contractor furnished storage vessels. The fob point is
destination. The destination is Aerojet, Azusa, CA. The anticipated
contract will be a requirements type. There will be a three year basic
period with two 1 year options for a potential of 5 years. The
effective date will be 1 Dec 99. Best Estimated Quantity (BEQ) is
34,600 tons. This BEQ is based upon the following estimates by year:
1st Year 8,440 tons 2nd Year 6,590 tons 3rd Year 6,180 tons 4th Year
7,000 tons 5th Year 6,390 tons Minimum order quantity is 20 tons and
maximum order quantity is 200 tons. Metering, telemetry, and
Certificates of Conformance are acceptable. Delivery hours are 24 hours
a day, 7 days a week including weekends and holidays. Item 0002
Contractor furnished tanks, pumps, and miscellaneous equipment
consisting of the following will be separately priced. Three 6,000
gallon tanks, one 3,000 gallon tank, and two 13,000 gallon tanks as
well as two 330 gallon pumps. The solicitation will be structured in
two different ways. First will be the product priced with the cost of
the tanks and pumps in the product price. The second will be the
product priced separately from the tanks and pumps. The lease of the
equipment will be on a monthly basis. Complete plans for the tank farm
will be a part of the solicitation. All potential offerors should
contact the buyer/PCO identified in this notice for additional
information and/or to communicate concerns, if any, concerning this
acquisition. If your concerns are not satisfied by the contracting
officer, an Ombudsman has been appointed to hear concerns from offerors
or potential offerors during the proposal development phase of an
acquisition. The Ombudsman does not diminish the authority of the
program director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shallmaintain
strict confidentially as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
