This amendment is a summary of the site visit held on 23 August 1999 at the Ike Skeleton Training Site, Jefferson City, Missouri. The following information shall be incorporated into the solicitation: (1) The contractor's primary responsibility will be for help desk support (trouble shooting/assistance) for the full coverage of hours between 0700 1700 Monday through Friday except federal holidays for a base period of 6 months and 3 optional periods of 6 months. Other functions/responsibilities described in the solicitation are "typical" functions that will fall within the help desk support functions. Contractor's function is to provide help desk support and assist with the "typical functions" as part of the help desk support (2) Customer problems that are hardware related are handed off to the Director of Information Management (DOIM) for resolution. Software problems are handled by the contractor (help/desk support). Network problems are handed off to the DOIM for resolution. (3) During the 80 hour coverage, one worker is required at all times to be present. Overlapped coverage (with more than one worker) will occur during portions of the full coverage of hours. (4) Contractor will be required to do off-site travel to support customers and off-site travel to attend training. This travel will occur within the 80 hours per week coverage. Funds to support travel will be provided by the government via invitational travel orders. (5) Additional qualifications of the Logistics Computer Operator is added as follows: (a) IM3(Integrated Material Management Module/SM3 knowledge required (b) Be capable of obtaining a Secret Security Clearance (6) Instructions to offerors is amended to read as follows: Offeror need only submit resume of individual proposed to be the working supervisor with proposal. All personnel proposed to perform the services shall meet the qualifications set forth above for the Logistics Computer Operator . Offeror will provide the name(s) of other personnel proposed to perform and certify that the resumes are on file and all individuals are qualified in accordance with the qualifications of the Logistics Computer Operator at the beginning of the performance period. These instructions shall be incorporated in the instructions posted in the initial combined synopsis/solicitation in the Commerce Business Daily on August 13, 1999. (7) Contractor personnel are considered to be essential to the performance of the contract. The contractor shall notify the Contracting Officer and COR (Contracting Officer Representative) prior to making any changes in personnel. Prior to replacing personnel, the Contractor shall demonstrate to the satisfaction of the Contracting Officer and COR that the qualifications of the prospective replacement personnel are equal to or better than the qualifications of any personnel being replaced. (8) There is no existing SMCS Operation, CSSAMO Operation, or Customer Assistance Office for these services. (9) The following is an estimation of the number of customers that will require help-desk support: SARSS-1 sites- 2, number of customers on point-to-point (modems)- 200, number of customers on FTP (File Transfer Protocol)- 200, number of end user work stations- 200 (greatest concentration in the 15 Operational Maintenance Shops), COOP Site-0 (not a contractor requirement to operate a COOP site). (10) Base contract performance period to begin two weeks after contract award. Proposals are due on 31 August 1999 no later than 0900 hours. (11) All other terms and conditions as stated in the initial solicitation posted in the Commerce Business Daily on August 13, 1999 remain the same. Posted 08/25/99 (W-SN372269). (0237)
