The USCS is acquiring 21 Science Applications International Corporation (SAIC) VACIS-II systems under GSA contract GS-07F-02103. The Schedule provides for FOB origin and does not include installation and maintenance. SAIC as OEM has an exclusive service warranty that would be jeopardized if a vendor other than SAIC is allowed to ship and install the VACIS II systems. VACIS II is a Gamma-ray system and it is impracticable for another company to install and maintain the equipment. The requirement will be processed under the authority of 10 USC 2304(c)(1), only one responsible source. The intended source is SAIC, 16701 West Bernardo Drive, San Diego, CA 92127.
