This is a Modification to a notice published on CBDNet on August 25, 1999 (Printed Issue August 27, 1999). The notice is hereby modified to 1) change "Potential Sources Sought" to "Presolicitation Notice," 2) add the Solicitation Number and due date for response to the solicitation, and 3) add the approximate date of availability of the solicitation (Request for Quotes). The U.S. Department of Energy, Savannah River Operations Office (SR), near Aiken, South Carolina, intends to enter into a competitive contract for the performance of a comprehensive cost review of SR's management and operating (M&O) contractor's health and welfare benefit programs. Upon completion of the review, the selected contractor is to provide written recommendations for program improvements. Recommendations are specially sought in the areas of: (1) Health and welfare program (medical, dental, life, vision, short-term and long-term disabilities, pension and saving plans, and vacation and holiday) changes that will assist SR in identifying where improvements in efficiencies and cost reductions might be made; (2) Premium cost sharing benchmark norms and the optimum use of them to assist SR in one of its operating goals of limiting and/or reducing the escalating cost of the contractor's health and welfare programs; (3) Pension and savings program changes that will assist the SR contractor in maintaining its competitive posture for similarly situated industries that will also allow for cost reduction/containment initiatives and improvements; and (4) Methods and/or suggestions that will allow the M&O contractor an opportunity to benefit from cost reduction initiatives when they are balanced with the achievement of operating goals.
