The Bureau of Land Management has a requirement to upgrade radio equipment for the Handar H555 Remote Automatic Weather Stations (RAWS). The BLM intends to negotiate on a sole source bases with Handar Equipment. The Handar H540 equipment was originally acquired under the terms of an existing long-term Interagency Agreement, and many of these stations are 15 years old and have exceeded the recommended operation life cycle. The manufacturer has recently announced that they will discontinue support of the H540 product line effective October 1, 2000. The current generation H555 data collection platform (DCP) is interchangeable with all existing sensors of the H540 system. The majority of items required to complete the upgrade are available on GSA schedules. However, there are 3 required pieces not on GSA Schedule: the 555IR, Interrogated Radio 555DCP; the 555IB, Interrogated Radio Base Stations; and the 555 IRP, Interrogated Radio Repeater. These items are not manufactured by any manufacturer other than Handar. Additionally, the base station operating software is proprietary. Therefore, no other manufacturer can integrate hardware into the base station software. Handar equipment is uniquely customized for this upgrade effort. Because this action is a follow-on effort for the continuation of hardware support begun under a previous contract, award to another contractor would result in substantial duplication of cost that is not expected to be recovered through competition and would result in unacceptable delays in fulling the requirements.
