Jeannie.V.Lewis@USDA.GOV. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation document, incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-13. Simplified
Acquisition Procedures will be followed. Contract Type: Firm-fixed
price with two option years. The SIC is 8999. This acquisition is
reserved for a 100% small business setaside. The United States
Department of Agriculture (USDA), Animal and Plant Health Inspection
Service (APHIS) requires labor services to provide routine services
within the government-controlled space, such as, office, storage,
receiving room, loading dock and a vault. The contractor shall provide
labor services and equipment to receipt and deliver supplies,
furniture, and equipment fromthe Office of Operations, Central Shipping
and Receiving and others areas throughout the APHIS Facility located at
4700 River Road, Riverdale, Maryland and 1600 Independence Ave,
Washington, DC. In addition, the contractor shall be required to
perform minor repairs on equipment and furniture. DESCRIPTION OF
DUTIES: Duties of the laborers include, but are not limited to the
following: (a) load and unload various items (b) receipt for and verify
merchandise against receiving documents, noting and reporting
discrepancies and obvious damage (c) deliver materials to various
points within the buildings and between the two offices (d)
assemble/disassemble, deliver, move and place furniture, supplies and
equipment (e) make minor furniture and carpet repairs and cleaning (f)
remove installed carpeting, padding, draperies, venetian blinds,
pictures and clocks (g) operate hand or power trucks. (h) operate hand
or power tools (i) maintain a neat and orderly work area (j) perform
other related duties as required. The Contractor shall provide: (1) Two
(2) laborers, one of which shall be a working supervisor, to work 5
days per week, Monday through Friday, 8 hours per day, 7:30 a.m., with
1/2 hour lunch, excluding holidays. (2) hand tools, hand trucks and
equipment necessary to operate the facility (3) laborers who are able
to read, write and understand English (4) additional laborers on an as
requested basis, with 24 hours notice in advance by the Contracting
Officer's Representative (COR). The Government shall provide: (A)
designate a COR to be the contact for AMS, and shall work with the
working supervisor to identify tasks to be performed and shall certify
the contract laborers time sheet. (B) office space, furnishings, and
access to a telephone for local calls between the internal AMS
organization and the contractor personnel. (C) furnish a parking space
for the van or truck when in use. On an as requested basis, the
contractor shall furnish one van or truck, with driver, to transport
materials, equipment, furniture and/or workers between various
government establishments. The driver is to be one of the two laborers
who will be working on that day, and functions as a
warehouseman/laborer when not driving the van or truck. The following

Statutes or Executive Orders -- Commercial Items. FAR 52.217-9, Option
to Extend the Terms of the Contract FAR 52.217-8, Option to Extend
Services FAR 52.217-5, Evaluation of Options. Standard Form LLL,

reserves the right to award the contract without discussion. Standard
Form 1449, FAR 52.212-3 Offerors Representations and Certifications;
Provide past experience on the same or similar projects within the last
3 years and a list of references shall be completed and submitted to be
considered for an award. Award of best value for the government will be
