combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
USZA95-99-R-0043 for the training of two students concerning T55-L-714A
Engine. This solicitation incorporates provisions and clauses that are
in effect through Federal Acquisition Circular 97-12. Standard
Industrial Classification (SIC) Code applicable to this acquisition is
3721. The size standard is 1500 (FSC:1520). The U.S Army Special
Operations Command intends to issue a firm fixed price contract to the
Allied Signal, 1944 E. Sky Harbor Circle, Phoenix, AZ 85038-9003.
Delivery is estimated to be November 1999. Allied Signal possesses
engineering expertise and technical data to provide the aforementioned
items to the Government. The above listed are commercialitems.
Commercial procedures are applicable at FAR Parts 12 and 13.6. The
Government does not have training materials for the above. Allied
Signal owns all design rights and is the only known manufacturer for
the T55-L-714A Engine. The proposed contract action is services for
which the Government intends to solicit and negotiate with only one
source under the authority of FAR 6.302. A determination by the
Government not to compete this proposed contract action for the above
is solely within the discretion of the Government. Information received
will normally be considered for the purpose of determining whether to
conduct a competitive procurement. Student information should be sent

Allied Signal T55-L-714A Training. The provision at 52.212-1,
Instructions to Offerors -- Commercial, applies to this acquisition
without addenda. The provision at 52.212-2 "Evaluation Commercial
Items" applies to this solicitation. Award will be made to the low
technically acceptable offer. The Government will not consider split
offers. The clause at 52.212-4, Contract Terms and Conditions --
Commercial Items, applies to this acquisition without addenda. The
following optional clauses cited within 52.212-5 apply: 52.222-26 --

Commercial Vessels. As previously noted, the only known source of
supply is Allied Signal. Specifications, training materials, plans or
drawings relating to the procurement described are not available and
cannot be furnished by the government. All responsible Sources may
submit a quotation, which shall be consider. Quotations are due 13 Sep
1999, 3:00 p.m (EDST). local time. Written quotations should be sent
