The U.S. Army Communications Electronics Command (CECOM) Acquisition
Center proposes to issue a Sole Source Acquisition with ITT, CAD. This
acquisition will be a combined Single Channel Ground and Airborne
Radios System (SINCGARS) Omnibus Requirements Contract (SORC),
Solicitation Number DAAB07-99-R-C725. The U.S. Army Communications
Electronics Command (CECOM) Acquisition Center proposes to issue a Sole
Source Acquisition with ITT, CAD. This acquisition will be a combined
Single Channel Ground and Airborne Radios System (SINCGARS) Omnibus
Requirements Contract (SORC), Solicitation Number DAAB07-99-R-C725.
This is a market survey conducted by the Department of the Army to
determine the existence of additional sources for a follow-on contract
for the procurement SINCGARS Combat Net Radios, Ground and Airborne
Receiver Transmitters, ancillary components, spare parts and Foreign
Military Sales (FMS) requirements. The Department of the Army has
identified a need for additional radios to support the ongoing
digitization initiatives and FMS. The SINCGARS family of VHF/FM
tactical combat net radios are designed to operate in the 30 to 88 MHz
band in 25 kHz discrete channels in both frequency hopping and single
channel modes. The Electronic Counter-Countermeasures (ECCM)
capability of SINCGARS allow for the reception of both voice and data
in a hostile jamming environment. Integrated Communication Security
(COMSEC) provide the required degree of protection of operational voice
and data transmission and reception. SINCGARS radios have been designed
to interoperate with existing and legacy tactical communications
equipment of the US military, NATO and most foreign national forces.
SINCGARS radios have been competitively procured from two sources in
the past, however after a down-select decision by the Department of the
Army at present only one manufacturer, ITT Aerospace and Communications
Division (ITT A/CD), is currently producing the latest configuration
radios. A sole source procurement to ITT A/CD is being considered at
this time as the Government does not yet have configuration control of
the latest models nor is a complete technical data package available
for the end items and many spares. This notice is not a request for
