Jan.L.Beer@noaa.gov. It is the intent of the National Institute of
Standards and Technology (NIST) to acquire two low noise oscillators at
10.005 GHz +/- 1.5 kHz from Poseidon Scientific Instruments, 14 Mouat
Street, Fremantle, Western Australia. These two low noise oscillators
will be used to provide a reference for a new measurement system at
NIST for measuring the phase modulation (PM) and amplitude (AM) noise
of oscillators, amplifiers, and other devices at multiples of 10 GHz up
to 100 GHz. This system will be the lowest noise of this kind in the
United States used to verify the performance of the state-of-the-art
devices developed under internal, DoD, and industrial programs. The
critical criteria are the PM and AM noise, size and portability. The
oscillators must be rack mountable and sturdy enough that they can be
moved between laboratories for different measurements. These
requirements exclude systems that require cryogenic fluids or large
cryogenic refrigerators. The output power must be greater than + 10
dBm; phase lockable over +/- 3 kHz. This acquisition is a commercial
item acquisition. No responses are necessary as this is not a formal
solicitation. See Note 22 except that 45 days is changed to less than
