Johnson, Phone: 301-227-7817 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requirement: Item 01, Mapsetter 6000, Intergraph P/N: FPLT797, or equivalent, Quantity 2. Salient features include: combined filmwriter and scanner, plotting resolution of 2419 dpi (+/- 12 dpi), minimum scanning resolution of 1000 dpi, minimum accuracy (repeatability) of +/- 10 microns, Windows NT computer platform, and computer to plate (CTP) capability (specifically aluminum plates). Item 02, Mapsetter 6000, Intergraph P/N: FPLT797, or equivalent, Option Quantity 1 to be exercised, if at all, no later than 31 December 1999. Item 03, 1 year maintenance agreement for each system. All equipment shall include a three year warranty with a 24 hour response time. The Contractor shall be responsible for all assembly and installation. The contractor shall be ISO 9002 certified. Installation, on-site warranty repairs, and maintenance shall be the responsibility of the Contractor and shall be performed by personnel possessing a DoD Top Secret/SCI security clearance. All Offerors must possess a top secret facility clearance. Installation, on-site warranty repairs and maintenance shall be performed in work areas with minimum impact to ongoing production. The equipment shall be delivered and installed at the addresses below: NIMA, 4600 Sangamore Road, Bethesda, MD 20816-5003 and NIMA, 3838 Vogel Road, Arnold, MO 63010. Delivery of all items is F.O.B. Destination. Offeror shall include delivery term in its quote. This solicitation and incorporated provisions and clauses are those in effect through FAC 97-12 and the current version of the DFARS as of the date of the synopsis. The following clauses apply to this solicitation: FAR 52.212-1, FAR 52.212-2 (evaluation is based on best value of the overall requirement. Best value will include an evaluation of price and technical factors. Technical subfactors that may be considered in making a best value determination include the following: (i) degree to which stated requirements are met, (ii) special features of the supply that are required in effective program performance capabilities that are not provided by comparable supply/service, (iii) probable life of the supplies selected as compared with that of comparable supply item, (iv) warranty considerations, (v) maintenance availability, (vi) past performance (Offerors may be requested to provide past performance information in support of the Government's bid evaluation.), (vii) delivery schedule, and (viii) environmental and energy efficiency considerations. There will be only one award.), FAR 52.212-3 and DFARS 252.212-7000 (both to be provided with quotation), FAR 52.212-4, FAR 52.212-5 and DFARS 52.212-7001 (appropriate clauses will be defined at time of award, IAW w/ the FAR and DFARS) and DFARS 252.204-7000 and 252.204-7005. These clauses are not applicable if items are ordered via GSA/Agency Schedule/Contract Vehicle (except DFARS 252.204-7000 and 252.204-7005). In this case, the Schedule/Contract Vehicle terms and conditions shall apply. An Offeror will be ineligible for award if it is not registered in the CCR.
