The Fleet and Industrial Supply Center Norfolk Detachment Washington has a requirement to procure publishing services to produce the "Trident" newspaper for the United States Naval Academy, Annapolis, MD 21402. This is a Commercial Enterprise (CE) newspaper as defined in OPNAV note 5720 and DODINST 5120.4. CE newspapers are published at no cost to the government. All proceeds from the sale of advertisements and subscriptions for the Naval Academy newspaper shall go to the Publisher, who agrees to bear all costs and expenses. The publisher shall provide a minimum of 44 weekly issues of the Naval Academy newspaper in each calendar year. The publisher shall furnish, no later than 7 a.m. of each respective publication date, 9,000 copies of the Naval Academy newspaper. Since cost is not an evaluation factor, we will be evaluating proposals based on (a) past performance; (b) contractor's description of: convenience of coordination arrangements, plans for computer upgrades, and ratio of news copy and advertising copy; (c) quality of paper stock and trimming; (d) quality of black and white photo reproduction, clarity and trueness of multi-color photography, and number of multi-color photographs; (e) consideration of local merchant advertising, (f) variety of type fonts and decorative screens available; and (g) ability to publish number of copies required and ability to meet delivery schedule for locations at the Naval Academy and the Pentagon. This contract will consist of one (1) base year and two 24-month option periods totaling five (5) years. The anticipated release date of the solicitation is 15 September 1999.
