8. E-MAIL: April Delancy, NONE. This action is a small business
set-aside. This is a combined solicitation/synopsis for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
number 99Q079 is issued as a Request for Quotations (RFQ). All
references of "offers" are understood to be "quotations". The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-12. The SIC code is
7381, and the small business size standard is $9 Million dollars per
year. The U.S. Secret Service has a requirement for the services of a
Fingerprint Services Coordinator. The contractor shall provide quality
fingerprint related services at the Forensic Services Division of the
Secret Service, 950 H Street NW, Suite 4200, Washington, DC, from date
of award through 30 September 2000. These services shall include the
following duties: 1) Fingerprint development using Secret Service
established protocol, as set forth in the manual of fingerprint
development techniques maintained in the Identification Branch
(contractor will be provided with the manual). 2) Comparison and
identification of latent prints in a timely manner and other
fingerprint related duties. The contractor shall complete each
assignment within three hours, at a minimum of 2.5 assignments per
workday. The U.S. Secret Service will provide the workstation along
with all necessary supplies and equipment. The contractor will be
utilized on an "as needed" basis to supplement the existing staffs'
efforts in handling heavy workloads. Work hours will be scheduled by
the Branch Chief, Identification Branch, Forensic Services Division,
between the hours of 6:00 AM and 6:00 PM, Monday through Friday. This
order will be based on a fixed labor hour rate for the period from
award date through 30 September 2000. The followingFAR provisions are
applicable to this RFP -- FAR 52.212-1, Instructions to Offerors --
Commercial Items; FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items; FAR 52.212-4, Contract Terms and
Conditions -- Commercial Items; FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes for Executive Orders --
Commercial Items. Offerors must include a signed copy of the
Representations and Certifications with their offerors. Copies of the
Representations and Certifications are available on-line at
http://www.treas.gov/usss/proc/2123.htm. All offers, which shall
include the price quotation and a signed copy of the Representations
and Certifications shall be mailed to the U.S. Secret Service,
Procurement Division, 950 H Street NW, Suite 6700, Washington, DC
2020001-4518, Attn: April Delancy, for receipt no later than Monday,
September 13, 1999 at 2:00 p.m. Please note no price quotes by
facsimile or electronic responses, including electronic mail will be
accepted. The Government intends to award a contract to the responsible
offeror whose quotation conforming to the specifications will be the
most advantageous to the Government. Award is anticipated within thirty
