This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-13. The intention of this solicitation is to obtain entomology service at the Defense Logistics Agency Headquarters Complex (HQC), 8725 John J. Kingman Road, Building 2462, Fort Belvoir, VA 22060-6220 by a Firm Fixed-Price contract. The period of performance is a Base year beginning October 1, 1999 through September 30, 2000, with four(4) one(1) year option periods. The contractor shall furnish all labor, supervision, tools, materials, equipment, incidental entomologist, transportation and management necessary to perform work in accordance with general craft and industry standards, applicable laws, regulations, codes and Federal specifications. This work includes but is not limited to the following functional areas. (1) Pest Management Service Calls and follow-up. (2) Integrated Pest Management planning and execution with at least monthly general inspection, follow-up on known problems and treatment. (3) Quarterly evaluation of program and re port of progress and plan for the next quarter and revisions to the plan as required. (4) Reporting Requirements. The HQC is a 806,000 square foot facility, with five floors located on approximately 115 acres. In addition to the main building there are three(3) guard houses, one(1) out fall structure, one(1) Child Development Center and one(1) recreation building. The contractor shall provide all equipment, tools, materials, parts, components, and services to perform all contract requirements. There will be NO GOVERNMENT FURNISHED PROPERTY provided on this contract. The Government will provide the contractor access to a work stationwith SPAN-FM for processing service orders. The contractor shall use the Government provided SPAN-FM system to schedule and control all Service Orders, preventive maintenance, recurring work and delivery orders. The Government will provide formal training on the SPAN-FM software to the designated Contractor employees. The training will occur at the HQC at the Government's expense prior to contract start.The Contractor shall prepare an Integrated Pest Management (IPM) plan that defines recurring (periodic) work, inspections and treatments. All work shall be of journeyman quality. GOOSE DETERRENCE: The contractor shall propose as an OPTION, a plan to perform goose deterrence that would keep the HQC clear of Canadian Geese for at least 90% of all working days.
