Air Systems Command to issue an order, on an other than full and open
competition basis, to an existing Basic Ordering Agreement (BOA)
N00019-98-G-0018, with Boeing Defense & Space Group, Helicopters
Division, P.O. Box 16858, Philadelphia, PA., 19142-0858 for evaluation
of a replacement for the current H-46 Global Positioning System (GPS)
antenna with either the GAS-1 antenna system or the GAS-1N antenna.
Boeing, as the original equipment manufacturer, owns the proprietary
data required to assess the aerodynamic and structural impact of
modifying the exterior of the airframe to support the installation of
a new and much larger Global Positioning System (GPS) antenna. Boeing
also possesses the original proprietary GPS signal masking study used
to determine the optimal placement of such an antenna on the H-46
airframe. In addition, Boeing is the sole designer, developer and
manufacturer of the H-46 series helicopter, and the only firm that
possesses the necessary knowledge, experience, and technical data
required to perform these efforts within the limited time constraints
