IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN
ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH
ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is
HAB249 and the solicitation is being issued as a Request for Quote
(RFQ). The solicitation document and incorporated provision and clauses
are those in effect through Federal Acquisition Circular 97-12. The
Contractor shall provide MultiPROBE II w/ computer. This product must
be Brand name or equal to the Packard MultiPROBE II. The required
system must meet the following specifications for an automated liquid
handling system: 1) System must be capable of delivering 1-200 ul
volumes to and from 96-well plates and 1.5 ml centrifuge tubes; 2)
System must be capable of using at least 4 tips at once, each capable
of independent motion and independent volume delivery; 3)Liquid level
sensing should be provided capable of sensing buffer solutions,
deionized water and/or solvents such as methanol or ethanol; 4) system
must be capable of using disposable or fixed, washable tips; 5)
Software should operate on a MS Windows based system; and 6) Software
should allow easy importation of routines from a common file type e.g.
MS Excel. The following FAR provisions apply to this solicitation:

provides the best value to the Government. All offerors are to include
