COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 8,1999 PSA#2427Department of Veterans Affairs 662/90C, 4150 Clement St., San
Francisco, CA 94121 65 -- PHASED ARRAY BRAIN SPECTROSCOPY COIL SOL RFQ: 261-0290-99 DUE
092299 POC Maria Graciano, 415-750-2066 This contract action is for the
purchase of the phased array brain spectroscopy coil. This coil has
mutiple (4) preamplifier receivers to be used on the Siemens Magnetom
VISION MRI/MRS system housed at the MR Unit. The coil is designed to
cover the entire brain of average adults, and will provide enhanced
signal-to-noise particularly over the cortex and outer regions of the
brain. The array coil will be fixed-tuned array that will accommodate
typical patients in the weight arange from 75 to 200 pounds. The coil
will consist of an array of eight individual coils, and will provide
for a possible future expansion of inclusion of eight preamplifiers,
one for each coil. The coil will be delivered with four preamplifiers,
one for each set of opposing coils. The amplifiers will have a gain of
at least 25dB, and a noise figure of less than 0.5dB. The array coil is
to be tested for isolation of each individual coil with each coil
attached to its own separate receive, and in this configuration each
individual coil will be isolated (decoupled) from all other coils by at
least 20dB. Finally, individual coils will be decoupled from the body
coil during RF transmission by at least 30dB, for body coil transmit
fields of up to 60 uT. The coil will fit in a fixed position on the
VISION patient table, and the coil connector will plug into the VISION
coil connector, and establish a coil code as requested by the
customer. The coil housing will be made from a material tht does not
produce noticeable signal at the lowest echo time of the MRI system,
and will cover all live electronics. In addition, the coil will provide
for visual access outside of the magnet through use of a mirror (not
supplied), and will also provide for auditory stimulation through holes
in the housing in the vicinty of the ears. The sensitivity of the array
coil will exceed the standard Siemens VISION MRI headcoil by at least
15% in all parts of the brain, and by at least a factor of 2 in the
outermost regions (cortex) of the brain. Furthermore, the presence of
the coil will not materially degrade the ability to shim over the
brain. The coil warranty is for a period of one year, and covers
workmanship, materials, all components, and design. The Government
intends to solicit and negotiate with only one source under authority
of FAR 6.302. This announcement constitutes the only solicitation. A
WRITTEN SOLICITATION WILL NOT BE ISSUED. This is a notice of intent to
issue a sole source contract to MRI Devices, Waukesha, WI 53186 for
the items and specifications as listed above. Responsible sourcfes who
are interested in this procurement shall submit in response, clear and
