Service invites Architect and Engineering firms to submit two copies of
completed Standard Forms 254 and 255 for a proposed design services
contract at the Chincoteague National Wildlife Refuge, Chincoteague
(Accomack County), Virginia. Services will include; (1) design for a
new 17,500 square foot (approximate) Wildlife Refuge Educational and
Administration Center; (2) design of a 5,000 square
foot(approximate)interior wildlife exhibits for the new Education and
Administration Center and; (3) planning, design, fabrication, and
installation of three exterior Refuge Interpretive wayside exhibits
which will complement the interior exhibits. The new Educational and
Administrative Center will provide for public education and
interpretation, environmental education, and Refuge administration. The
new Center will be the major flagship Refuge facility with an annual
visitation of over 1.4 million people. The following Evaluation
criteria in descending order of importance are: (1)Qualifications and
experience of key personnel in planning and designing similar
facilities and in the areas of creative and technical expertise
required, including subcontractors to be used on this project (30%):
(2)Examples of innovative approaches to state-of-the-art, natural
resource interpretation and exhibit development and design (25%): (3)
Demonstrated ability in developing design and fabrication alternatives
within budget and completion of contracts of this type and size on
schedule (15%): (4) Ability to demonstrate proficiency in sustainable
architecture design (10%): (5) Resources to design, fabricate, install,
control quality, control cost, and manage subcontractors and customer
requirements for this project (10%): and (6) Letters of recommendation
and awards which address communication between the firm and the client
and which address the interpretive effectiveness of the design (10%).
