commercial items prepared in accordance with Subpart 12.6 of the FAR,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued. This
solicitation document incorporates all provisions and clauses in effect
through Federal Acquisition Circular 97-11. The solicitation number is
N00039-99-Q-3309 and is being issued, on September 7, 1999, as a
Request for Quotations. Only written offers received by September 22,
1999 in accordance with this solicitation will receive consideration
and responses must convey the ability of the offeror to meet the stated
requirements. A Firm Fixed Price contract issued under the provisions
of FAR Part 12 is expected to result from this synopsis. This
procurement will provide unlimited online access for desktop users from
the following Naval organizations (including their subsidiary sites):
Site1: NAWC/AD, Patuxent River, MD Site 2: NUWC, Newport, RI Site 3:
NSWC, Dahlgren Division, Dahlgren, VA Site 4: NSWC, Dahlgren Division,
Coastal Systems Station, Panama City, FL Site 5: NEODTC, Indian Head,
MD Site 6: NPS, Monterey, CA Site 7: NRL, Washington, DC Site 8: NSWC,
Indian Head Division, Indian Head, MD The specific activities and/or
services to be provided under this procurement action shall consist of
the following: -- Unlimited simultaneous user access via the Web for
the 8 naval sites to a comprehensive, online, text and image database
concerning naval and military systems and current affairs. -- The
period of performance would be 1 October 1999 30 September 2000 for the
8 Naval sites. -- The database must provide comprehensive and timely
coverage from at least 1990 to date on US and foreign weapon systems
and orders of battle, with intensive coverage of characteristics of
ships, aircraft, and naval weapon systems. -- The database must also
provide a comprehensive source for unclassified, open source
information and news developments on military and defense affairs with
daily updates. Comprehensive coverage of defense contracts awarded
must be covered by the database. -- The vendor must allow local loading
of the database, choice of access option (password or IP address), and
provide a minimum of 8 hour/day help desk service for online
searchers. Any interested vendors are required to submit their
