Swift, 346 West Leroy Ave., Arcadia, CA 91007-6909, on solicitation F0468499T0446, for Surveys for Endangered Steelhead Trout. There is one line item. Line item 1: Conduct surveys of the federally endangered steelhead trout in potentially suitable streams and tributaries on Vandenberg Air Force Base not presently covered by other studies. SPECIFIC REQUIREMENTS: Prepare and submit study design for 30 CES/CEVPN review/approval, copies of applicable permits, and list of personnel for VAFB review/approval and access arrangements, NLT 15 days after Notice to Proceed. Conduct literature review to determine historical occurrence of steelhead on VAFB. Conduct steelhead surveys over two years in accordance with NMFS protocols. At a minimum the following streams will be surveyed (including tributaries on VAFB providing potentially suitable habitat): Shuman Creek, San Antonio Creek, Honda Creek, Canada del Jolloru, and Jalama Creek. Fieldwork to commence upon contract award (projected September/ October 1999) and end upon completion of late winter/early spring field season in 2001 (projected approximately 30 Apr 01). If optimal survey conditions are present during the first year of the study, one year of fieldwork may be deemed sufficient if recommended by the contractor principal investigator and approved by 30 CES/CEVPN. Contractor must possess current applicable federal and state permits for collection of steelhead. Because of the potential for incidental trapping of other federally listed Threatened and Endangered species, contractor must also possess applicable federal and state permits for the following: unarmored threespine stickleback (Gasterosteus aculeatus williamsoni), tidewater goby (Eucyclogobius newberryi), and California red-legged frog (Rana aurora draytonii). Contractor must notify 30 CES/CEVPN Wildlife Biologist (805-605-8399) within 24 hours of observing mortality or potential for take (as defined by Endangered Species Act) of any federally listed endangered or threatened species. REPORTING: Prepare quarterly reports summarizing activities and data gathered for the reporting period. Quarterly reports must be submitted to 30 CES/CEVPN no later than (NLT) 30 days after the end of the 3-month reporting period, and may be submitted in memo format. First quarterly report covers contract award date through-Dec 99, second quarterly report covers Jan-Mar 00, third quarterly report covers Apr-Jun 00, fourth quarterly report covers Jul-Sep 00, fifth quarterly report covers Oct-Dec 00, sixth quarterly report covers Jan-Mar 01. Submit draft final report (1 copy) to 30 CES/CEVPN NLT 30 Jun 01. Report to detail findings from entire study, including summary of historical occurrence of steelhead on VAFB, number and age/size class of all fish species by stream segment, specific location and habitat association of steelhead (if observed), spawning Information (if applicable), and conclusions regarding steelhead occurrence on VAFB. Submit final report (4 copies, including one unbound)to 30 CES/CEVPN NLT 30 days following receipt of comments on draft report. Anticipated completion of contract is 31 Aug 01. DELIVERABLES AND DELIVERY SCHEDULE: Delivery of items required shall be in accordance with the delivery schedule shown below. Changes to the schedule may be permitted if approved in advance by 30 CES/CEVPN.
