-- This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The combined
Synopsis/Reference number is AMSTAI-MOE0-0199. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-46, dated 17 Mar 97. The
associated standard industrial classification code is 7371, with a size
standard of $18.0 million. The requirement is for the continuation of
modifying the existing GFE Loan software and development of additional
GFE Loan system files and programs in Model 204 language. The
contractor must possess knowledge of the GFE Loan Subsystem as it is
currently implemented with the existing version of the application
development software. The contractor shall provide an explanation and
discussion concerning the following topics: naming conventions, program
lists, file design, files accessed, software architecture, interface
programs to standard systems, security and administrative utilities,
incorporation of AD HOC administrative utilities, menu navigation,
communication and printer assignment. The contractor must be able to
familiarize the TACOM programmer with the structure and specific design
conventions and standards used in the Model 204 GFE Loan subsystem.
Additionally, the contractor is required to conduct informal and
functional training, explaining the functions, access methods, and
update features, of the GFE Loan administrative utilities. The changes
must meet Year 2000 requirements and be ninety-nine percent free of
errors during testing. No options will be included. Services are for
TACOM/AMSTAI-MOE Warren, MI, and the performance period will begin
10/01/99. FOB Destination will apply. Provision at FAR 52.212-1,
Instructions to Offerors -- Commercial, applies to this acquisition.
The following factors shall be used to evaluate offers: i) technical
capability of the service offered to meet the Government requirement
and ii) price. Offerors are advised to include a complete copy of the
Provision 52.212-3, Offeror Representations and Certifications --
Commercial Items. The clause at FAR 52.212-4, Contract Terms and
Conditions -- Commercial Items, applies to this acquisition. The clause
at FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items, applies to this
acquisition. This acquisition is rated D04. The US Army Tank Automotive
and Armaments Command intends to negotiate solely with Computer
Corporation of America, 500 Old Connecticut Path, Framington, MA. See
numbered Note 22. Offers are due no later than 12:00 noon, 20 Sep 99.
