following information is hereby incorporated into Solicitation
DAHA23-99-Q-0147: The duties of contractor personnel (listed in the
original solicitation) are representative of activities the contractor
is to accomplish in coordination with the government and other
contracted support. These personnel will normally be "teamed" with more
senior, technically knowledgeable individual assigned/provided by the
government. Training classes/briefings will be scheduled 30 days in
advance by the COR. The contractor must provide one trainer for each
scheduled event given a 30 day notice of the event. Deliverables remain
the same as listed in the original synopsis except delete (5) Monthly
Progress Report and (6) In-Progress Review and add Weekly Production
Schedule: the Contractor will provide the COR with a production
schedule that details planned activities for the following week for
each person assigned/billing to the project. Weekly Production Schedule
is due each Friday (preceding the week's activities). Contractor will
identify one representative to act as lead, and coordinate with COR on
contract activities. COR and contractor lead will coordinate the next
weeks activities and future travel/training schedules. The government
billing period is monthly. Travel Time/hours will be counted within
the scope of work. Overtime will not be supported. The number of hours
stated in the requirement is fixed. Travel on holidays may occur, but
only rarely, with at least 30 days prior notice to the contractor. The
government schedules training for the Active Army and Reserves
Components for the fiscal year. The government will maintain the master
training schedule. All travel will be conducted using Invitational
Travel Orders, provided by the government, using the per diem rates
established in the Joint Travel Regulation(s). The contractor, as a
component of the routine support requirement will plan/schedule travel
arrangements (airline, lodging, auto reservations). Arrangements will
be approved by the COR, to ensure thatthe must efficient use of travel
funds (consistent with the JTR is achieved). The contractor, using GFE
equipment and materials. will produce and ship training
materials/discs in a timely fashion. The contractor will assign
specific trainers to training missions. The government, supported by
the contractor will market SATS/TROUPERS training to Active Army and
Reserve Components. Assume that units receiving training already have
SATS/TROUPERS software sets for distribution to students. Additional
copies may be provided by the government. Mobile training support
personnel must have the technical ability to load the software on a
pre-existing machine. The government will receive/maintain
authorization letter signed by field grade officer or civilian
equivalent. The minimum number of training events is 24; the maximum is
constrained by the fixed number of man-hours. There may be a mixture of
government and contractor personnel supporting mobile and on-site
training. The contractor should assume that one contractor person will
be deployed to support each class occurrence, without regard to
government participation. The contractor may not provide the team lead
for the training team in all occurrances. The mobile training team
will always be at least two persons. UTMS courses, training and
sustainment will be performance oriented. The government, supported by
the contractor will market, schedule, and deliver Commander/Staff
briefings which will be for information only. Government furnished
equipment (GFE) includes laptops and LCD projectors. Pre-existing
lesson plans, programs of instruction, and artifacts will be provided
as Government Furnished Information (GFI). Access to GFI and subject
matter experts (SMEs) will be provided on-site. The government intends
to develop computer based training capabilities in association with
this requirement. ASAT (Automated Systems Approach to Training) does
not apply to this requirement. Efforts associated with developing,
installing, testing and evaluating UTMS will be conducted by the
contractor, in coordination with the COR. Validation will be
accomplished using government and contractor developed scripts and
checklist coordinated with the COR. TROUPERS stands for Training,
Readiness and Operations, Unit Planning, Execution Resourcing System.
The COR will coordinate and prioritize effort through the contractor
lead person. No security clearance is required. The operating system
for work stations is MS Windows. The network platform is Windows NT.
Contractor to acknowledge this amendment in his proposal. Proposal is
