COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 16,1999 PSA#2433R -- ENGINEERING & TECHNICAL SERVICES TO SUPPORT QUALIFICATION AND
STANDARDIZATION OF AUTOMOTIVE ENGINE AND GEAR LUBRICANTS This is a
request for information only. The U.S. Army-automotive and Armaments
Command at Warren, Michigan seeks source, availability and estimated
cost information from interested parties that would form a committee to
support the Army's qualification and standardization of automotive
engine and gear lubricants. This committee will assess the
applicability of new automotive additive materials and lubricants for
utilization in military equipment. Other efforts include: the
evaluation of test data of candidate materials, a recommendation as to
the acceptability of the candidate materials, a recommendation as to
the acceptability of the materials for qualification with regard to
good lubrication practices and equipment needs; and assessment of data
generated in standardization programs, such as North Atlantic Treaty
Organization (NATO) interchange and laboratory-field correlation
programs. This must be accomplished within a framework which will
protect the proprietary data and information submitted in the support
of the military qualification and/or use of the candidate material. A
market survey questionnaire has been prepared which each interested
party must answer. A copy of a cover letter with additional information

a formal solicitation may not necessarily result from this RFI. Any
comment provided may or may not be included in a formal solicitation.
The Government will not pay for any information received in response to
the RFI nor will the Government compensate any respondent for any cost
incurred in developing the information provided to the Government. The
government will not release any information marked with a proprietary
legend, received in response to the RFI, to any firms, agencies, or
individuals outside the Government without written permission in
