This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Federal Acquisition Regulation
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be
issued. This is a Request For Quotation (RFQ) issued under number
DTCG48-99-Q-DE3020. This solicitation document and the incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-12. Award will be made using simplified acquisition
procedures. Offerors must be approved and qualified. This proposed
contract action is for supplies or services for which the government
intends to solicit and negotiate with only one, or a limited number of
sources. Suggest that small business firms or others interested in
subcontracting opportunities in the connection with this procurement,
make contact with the firm(s) listed. The Government does not possess
sufficient documentation to acquire this item from other than the
qualified sources. RFQ will be issue to Heckler & Koch, Inc, 21480
Pacific Blvd., Sterling, VA. 20166-8903. All responsible sources may
submit a proposal, or quotation, which shall be considered by this
agency. Drawings, specifications or other technical data are not
available and will not be furnished. The standard industrial
classification code(SIC) is 3489 and the small business size standard
is 500 employees. SCHEDULE: LINE ITEM NUMBER 1: 7.62 X 51mm HK21E
machine gun, or equal. The following firm salient physical, functional,
or performance characteristics of the brand name item that an "equal"
item must meet to be acceptable for award include: 17.7" barrel,4
firing positions: safe, single, 3 round burst, and full automatic, low
recoil and superb accuracy when firing in any position, belt fed and
fire at 800 r.p.m., quantity, 7 each; LINE ITEM NUMBER 2: spare barrel
17.7 inches long, quantity 7 each; LINE ITEM NUMBER 3: cartridge case
deflector, quantity 7 each, LINE ITEM NUMBER 4: machine gun cleaning
kit, quantity 6 each; LINE ITEM NUMBER 5: carrying case for machine
gun, quantity 7 each; LINE ITEM NUMBER 6: picatinny rail, quantity 7
each; LINE ITEM NUMBER 7: picatinny rail barrel casing, quantity 7
each; LINE ITEM NUMBER 8: scope mounts with out rings, quantity 7 each;
LINE ITEM NUMBER 9: belt starter tabs, quantity 25 each; LINE ITEM
NUMBER 10: cleaning flute brush, quantity 15 each, LINE ITEM NUMBER 11:
bronze bore brush, quantity 30 each; LINE ITEM NUMBER 12: chamber face
brush, quantity 10 each. PROVISIONS/CLAUSES: The provisions at FAR
52.212-1, "Instructions to Offerors -- Commercial items": The following
are addenda to FAR provision 52.212-1 (2) The following FAR provision
is hereby incorporated as addenda to FAR provision 52.212-1: 52.252-1,
Solicitation Provisions Incorporated by Reference: This solicitation
incorporates one or more solicitation provisions by reference, with the
same force and effect as if they weregiven in full text. Upon request,
the Contracting Officer will make their full text available. The
offeror is cautioned that the listed provisions may include blocks that
must be completed by the offeror and submitted with its quotation or
offer. In lieu of submitting the full text of those provisions, the
offeror may identify the provision by paragraph identifier and provide
the appropriate information with its quotation or offer. Also, the
full text of a solicitation provision may be accessed electronically at
this address www.arnet.gov. FAR provision 52.212-1, Instructions to
Offerors -- Commercial, is hereby incorporated by reference. (1) FAR
provision 52.212-1 is changed as follows: Paragraph (e), Multiple
offers, is not applicable to this solicitation. The Government will
accept only singe offers. Paragraph (h), Multiple awards, is revised as
follows: The Government will not make multiple awards as a result of
this solicitation. Paragraph (i) is not applicable to this
solicitation. FAR provision 52.212-2, "Evaluation Commercial Items" is
hereby incorporated by reference, FAR provision 52.212-3, Offeror
Representations and Certifications -- Commercial Items, is hereby
incorporated by reference and shall be completed and submitted with the
quotation. ADDITIONAL CERTIFICATION: The following representation shall
also be submitted with the quotation: Compliance with Veterans
Employment Reporting Requirements. (a) The offeror represents that, if
it is subject to the reporting requirements of 38 U.S.C. 4212(d)
(i.e., the VETS-100 report required by the Federal Acquisition
Regulation clause 52.222-37, Employment Reports on Disabled Veterans
and Veterans of the Vietnam Era), it has [ ], has not [ ] submitted the
most recent report required by 38 U.S.C. 4212(d). (b) An offeror who
checks "has not" may not be awarded a contract until the required
reports are filed. (31 U.S.C. 1354 FAR clause 52.212-4, Contract Terms
and Conditions -- Commercial Items, is hereby incorporated by
reference. The following clauses are hereby incorporated as addenda to
FAR clause 52.212-4: 52.252-2, Clauses Incorporated by Reference: This
contract incorporates one or more clauses by reference, with the same
force and effect as if they were given in full text. Upon request, the

(a) The use in this solicitation or contract of any Federal Acquisition
Regulation (48 CFR Chapter 1) clause with an authorized deviation is
indicated by the addition of "(DEVIATION)" after the date of the
clause. FAR clause 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items, is
applicable to this acquisition and hereby incorporates the following
FAR clauses by reference: 52.222-3, Convict Labor, 52.233-3, Protest
after Award, 52.222-21, Prohibition of Segregated Facilities;
52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for
Disabled Veterans and Veterans of the Vietnam Era; 52.222-36,
Affirmative Action for Workers with Disabilities; 52.222-37, Employment
Reports on Disabled Veterans and Veterans of the Vietnam Era
(DEVIATION); 52.232-33, Payment by Electronic Funds Transfer-Central
Contractor Registration. DEVIATION: FAR clause 52.222-37, Employment
Reports on Disabled Veterans and Veterans of the Vietnam Era contains
a deviation to paragraph (f) of that clause as follows: (f)
Subcontractors. The Contractor shall include the terms of this clause
in every subcontract or purchase order of $25,000 or more unless
exempted by rules, regulations or order of the Secretary. ADDITIONAL
REQUIREMENTS/ TERMS/ CONDITIONS: DELIVERY: Delivery Schedule 15 days
after contract award. Delivery and acceptance shall be F.O.B.
Destination at the U. S. Coast Guard Aviation Training Center, 8501
Tanner Williams Road, Mobile, AL. 36608-8322. WARRANTY: In addition to
implied warranties as provided for elsewhere in this solicitation, the
quoter shall also provide to the Government at least the same warranty
terms, including offers of extended warranties, offered to the general
public in customary commercial practice. The warranty period will begin
upon complete delivery and acceptance. Nothing in this warranty shall
be construed to limit any rights or remedies that the Government may
otherwise have under this contract. This warranty shall not apply to
products that do not require the processing of date/time data in order
to function as specified in this contract/order/BPA. QUOTATIONS:
Quotations shall be received at the U. S. Coast Guard Aviation Training
Center, 8501 Tanner Williams Road, Mobile, AL. 36608-8322 by 3:30 p.m.
EST, on September 29, 1999. Hand-carried quotations may be delivered
to U. S. Coast GuardAviation Training Center, 8501 Tanner Williams
Road, Mobile, AL. 36608-8322. Electronic or facsimile quotations will

quotes. Interested parties may submit pricing data and a description of
