combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulations document
(FAR) subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation: proposals are being requested and A WRITTEN SOLICITATION
WILL NOT BE ISSUED. Solicitation number 6TSA-99-DJH-0184 is being
issued as a request for quotations (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-13. The simplified acquisition procedures
of FAR Part 13.5 are applicable to this procurement. GSA/FTS is seeking
competitive pricing for Switched Access Services in Topeka, Kansas and
Wichita, Kansas. We are seeking pricing on a Month-to-Month agreement,
a 1-year agreement, and a 3-year agreement for the following types of
services: DS-0, DS-1/T-1, DS-2/T-2, DS-3/T-3, Digital data at speeds
varying between 56kbps up to or over 1.55 Mbps, ISDN BRI, ISDN PRI,
Business lines, and CO trunking. The Government's existing requirements
for Topeka and Wichita, Kansas are listed as follows: TOPEKA at 444
Quincy S.E. Street. There are approximately 600 stations utilizing 1
(one) T-1 for DID services, and 1 (one) T-1 for DOD services. WICHITA
at 401 Market Street. There are approximately 275 stations utilizing 1
(one) T-1 for DID services, 1 (one) T-1 for DOD services and 1 (one)
T-1 to be used as a tie-line to 301 Market St. 301 Market Street. There
are approximately 275 stations utilizing 1 (one) T-1 for DOD services.
It should be noted that all incoming calls are currently terminated at
the 401 Market Street address and forwarded (if necessary) of the T-1
Tie-line to the 301 Market Street address. Formal bids should be

Kansas City, MO. 64131. PLEASE ACKNOWLEDGE ALL REQUIREMENTS ON
QUOTATIONS. The provision at FAR 52.212-1, Instructions to Offerors,
applies to this acquisition. Evaluation is based on best value
including cost and ability to meet service requirements. Offerors shall
include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
The clause at FAR 52.212-4, Contract terms and Conditions-Commercial
Items, applies to this acquisition. In addition to the guidance
contained in FAR 52.212-4, contractors shall submit proof of delivery
with their invoices. Proof of delivery may be in the form of a bill of
lading or other shipping document signed by the receiving office.
Invoices received without proof of delivery will not be accepted. The
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items, applies to
