Archer, Contracting Officer, (703)326-8506 The Defense Threat Reduction Agency (DTRA) has a requirement to provide Russia with safe and secure transportation of nuclear weapons, which are scheduled for disposition. This effort will entail coordinating, arranging, moving, and verifying nuclear weapons shipments for Ministry of Defense (MOD) with the Ministry of Railways (MPS) through the Russian transportation firm, Garand Trans -- the only authorized MOD rail transportation services broker permitted to move the Russian nuclear weapons. In addition to moving warheads to interim storage and dismantlement facilities, the contractor will be required to arrange for the return of empty nuclear weapons trains to their assigned bases in a like manner. The contractor will also act as the fiduciary agent responsible for executing payment for transportation services provided by the MPS through Garand Trans. In addition, the contractor will be responsible for verifying the services are provided as intended through the use of a Trusted Agent nominated bythe Rusian MOD and approved by the U.S. DoD. This project will be divided into a three-month demonstration phase and several three-month option phases, which will total approximately one-year if all options are exercised. The program will be opened up to full and open competition if the first phase is successful. DTRA plans to award a sole-source contract to GeoLogistics Services Inc., Alexandria, VA, USA.
