This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. This request for quotation (RFQ), number 99S993145, is for the purchase and delivery of GovNet Software. The Department of Health and Human Services (HHS), Program Support Center knows of only one source, Starry and Associated, Inc., 4201 Mitchellville Road, Suite 202, Bowie, Maryland 20716. The solicitation document and incorporated provisions and clauses herein are those in effect through Federal Acquisition Circular 97-12. The Contractor shall provide GovNet Software. GovNet Software is existing off-the-shelf software to populate and distribute reports from a mainframe accounting system using a World Wide Web browser (Microsoft Internet explorer and Netscape Navigator). The software must use the existing accounting system (CORE) users profiles to control access (user name, password) and limit users to authorized reports (access rights). The software must provide the ability to view reports on-line via the browser and print the reports to a local or LAN printer. This software package includes, an unlimited user site license agreement, software implementation and system management documentation. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 1999), and the clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (May 1999), applies to this acquisition. Offerors shall submit a fully executed copy of the provision at FAR 52.212-3, Offerors Representations and Certifications -- Commercial Items (June 1999) with their offer.
