This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. The solicitation number is SP4700-99-Q-0051. The DLA Administrative Support Center intends to issue an order to George Mason University for all necessary labor, equipment and materials required to provide specialized classrooms, breakout rooms and training support rooms or the delivery of two Department of Defense Leadership and Management Program graduate courses. George Mason University, Center for Innovative Technology, is the sole provider of the type of high technology teaching facility with the technological capability, space availability and teaching expertise that these courses require. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-05. This solicitation is nota set-aside. The standard industrial code is 8221 and the small business size standard is $5.0 million. The small business competitiveness demonstration program does not apply. Description: Leasing of classroom space for DLAMP courses. Each class will hold up to 20 students and 2 instructors. Location: Washington, DC metro-area. Course Names: Management Information Systems and Principles of Human Resources. Date: October 18-29, 1999. Each class requires a large classroom capable of holding 22 people, a minimum of four breakout rooms, three administrative lockable rooms and two lockable storage rooms. The rooms are required from Monday of the first week of class until Friday afternoon of the second week of class. Access to the rooms are required from 7 AM until 6 PM during the two week period. All training areas should be contiguous and inaccessible to the general public for security and noise control purposes. Administrative rooms and storage rooms must be accessible to DLAMP students 24 hours a day from October 1, 1999 through November 1,1999. Shelving for approximately 500 books must be provided in the storage rooms. The teaching rooms, furniture, equipment and facilities must accommodate the extensive use of portable computers and printers for the duration of the class. All classrooms and breakout rooms must have individual heat and air conditioning control, sound barrier walls, adequate lightning, window coverings, tables and ergonomic chairs. Additionally, all rooms must be lockable. The large classroom must be at least 450 square feet, have sufficient electrical capacity for the use of up to 22 portable computers and 2 printers. Each breakout room must have electrical capacity for the use of up to 5 portable computers and 2 printers. Internet access is required for the course instructors, i.e. one phone line for each classroom. Breakout rooms must be at least 250 square feet and accommodate up to 10 students at one time. The administrative support rooms must be at least 180 square feet and furnished with standard office equipment, two computers, printer, fax machine, and small copier. A computer resource area is required Monday through Friday, 7 AM through 6 PM and a library facility is required Monday through Friday, 7 AM through 11 PM during the two week period. Morning and afternoon break snacks are requested. Parking, message services and local telephone usage is desired. No award will be made on the basis of any response to this advertisement.
