Yuma Proving Ground (USAYPG), Arizona, intends to negotiate with the
University of Arizona (U of A), Sponsored Projects Services, Post
Office Box 44390, Tucson, AZ 85733-4390 to research and develop
advanced features for the Meta Manager in the Virtual Radiology
environment. The Great Plains Regional Medical Command (GPRMC) has
developed the next generation of virtual radiology environment (VRE)
for the Army. The purpose of the VRE project is to provide a seamless
and virtual radiology department among ten hospitals sites initially.
The development of the hierarchical intelligent controller, called the
Meta-manager, will manage the VRE operations and control functions.
The Meta-Manager specifications and prototype has been developed by the
Computer Engineering Research Laboratory at the U of A, and Objective
1 developed the Common Object Request Broker Architecture (CORBA)
standards . This specification has been developed by 5 years of
research under prior U of A contracts and addresses Objective 2, the
advanced features of the Meta-Manager and the VRE system that will be
negotiated for research and development under this action. All requests
for this action must be received within 30 days of publication of this
notice and shall include the following information. (1) Solicitation
number, (2) documentation demonstrating your firm possesses an
understanding of the VRE concepts and the Meta-Manager functions and
operations, (3) documentation showing your firm possesses the
background and capability to research and develop the advanced
Meta-Manager features, (4) your complete mailing address, (5) point of
contact, (6) phone number, (7) your facsimile number and (8) business

of publication of this notice. Objective 2 will address advanced
features such as: (1) Automatic notification for physicians, (2) Smart
routing policy, (3) Intelligent load balancing and scheduling, (4)
Measure radiologist reading velocities, (5) Fail-safe and persistent
fault tolerance, (6) Reconfigurable Meta-Manager architectures, (7)
Interface to the MDIS PACS network, Creation of and individual
preference for clinical use, (8) Network-based communications for
Physician notification of results, and (9) centralized or decentralized
