to negotiate and award a sole source contract to Smith Root, Inc. for
furnishing and installing a patented, micro-pulsed direct current
electric array and associated equipment and facilities in the Chicago
Sanitary and Ship Canal. This array will be a demonstration project
intended to deter the dispersal of aquatic organisms. It is expected
that the barrier will affect native as well as invasive species.
Pulsed, direct current, electric fields have been shown to deflect the
migratory path of fish in a canal. The project will be installed in an
area of moderate to heavy barge traffic with some recreational traffic.

provide this requirement by September 24, 1999, via e-mail to:
