Naval Air Systems Command intends to modify contract N00019-99-C-1014,
Full Rate Production for the Joint Standoff Weapon (JSOW), AGM-154A and
AGM-154B, with Raytheon Systems Company (RSC). Under this modification,
RSC shall deliver a Production Verification Test (PVT) all-up-round
asset and shall support the performance of the PVT that will evaluate,
through flight test, the effect the numerous changes associated with
the inclusion of the LCGEU, LCCS, 8.1 software, B-2 Explosive
Atmospheric fix, and BLU-108 with PBXW-11 explosive have made to the
missile performance. RSC shall provide the necessary personnel and
equipment to install the Government supplied TIK at Eglin AFB. RSC
shall provide support for a single flight test launch from a F-16 Blk
50, fly out, and the effectiveness of live submissions against hot
targets. As the designer and developer of the JSOW, RSC is the only
known source with the knowledge, expertise, and facilities necessary to
accomplish this effort in the required timeframe. See note No. 22 --
