This solicitation is for on-site, non-personal, technical, and engineering crew support to assist in the accomplishment of the GTS WHEAT (Vehicle Cargo Ship)conversion efforts. The Government intends to award the contract noncompetitively to the incumbent contractor (UKR-USA Crewing Agencies, LLC) under contract N00033-99-C-4002. The company's Ukranian crewmembers have extensive experience with the GTS WHEAT as she was originally built for use by the Soviet Army to support overseas military operations and the crewmembers served aboard the vessel prior to her transfer to the United States Navy. Moreover, the crewmembers are familiar with the conversion effort after having worked under the current contract. Performance period will commence 01 January 2000 and continue through 30 April 2001.
