The Department of Justice, subject to the availability of funds, intends to purchase on a sole source basis using Simplified Acquisition Procedures FAR Part 13 services from Richard A. Sheats of Decatur, GA which will further the establishment of the Department's FACE 5 firearms violence reduction strategy, promulgate the objectives of the Department's Weed & Seed (W&S) and Drug Education For Youth (DEFY) initiatives. The contractor will work out of the Atlanta, Georiga, U.S. Attorney's Office for a period of one year commencing October 1, 1999 to September 30, 2000, with an option to extend up to one additional year. The contractor will; (1) participate in the development and execution of strategic plans, designed to coordinate community efforts addressing problems of crime, crime prevention, social service needs and economic development, (2) participate with law enforcement and/or community organizations/committees which promote community policing and (3) participate with state, federal, and local parole and probation officials to develop and implement FACE 5 objectives to educate probationers, supervisees, parolees and releasees about the consequences of possessing a firearm and ammunitions. Mr. Sheats has demonstrated unique knowledge, commitment and ability to establish the requisite contacts throughout the community and law enforcement agencies necessary to mobilize the district's objectives in these programs. Responses received as a result of this notice of intent, shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon the written responses to this notice, is solely within the discretion of the Government.
