COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 28,1999 PSA#2442Naval Air Warfare Center TSD, Code 257, 12350 Research Parkway, Orlando
FL 32826-3275 A -- MODELS FOR ASYMMETRIC ENTITIES PROJECT COVERED BY BAA NAWCTSD
96-1, PREVIOUSLY SYNOPSIZED SOL NAWCTSD BAA 96-1 DUE 123100 POC
TECHNICAL POINT OF CONTACT: Dr. Meryl Baker (407)380-4006; PCO: Jane
Waller (407)380-4017 WEB: NAWCTSD Website, Open Acquisitions,
http://www.ntsc.navy.mil/contract/procure.htm. E-MAIL: Technical Point
of Contact, BakerMS@navair.navy.mil. The Naval Air Warfare Center
Training Systems Division (NAWCTSD) has comprehensive modeling,
simulation, and training systems responsibilities ranging from research
and technology based development through systems acquisition and life
cycle support. This mission of this organization supports a broad
customer base including all Navy and Marine Corps Commands, DoD, and
non-DoD organizations and includes modeling of asymmetric warfare
entities. This synopsis seeks the identification of potential
predictive, preventive and response models for asymmetric entities
covered by the NAWCTSD Broad Agency Announcement BAA NAWCTSD 96-1
previously synopsized. This research falls under Part III (Research
Interests), Topic 3-G (Expert Systems Technologies for Training), which
includes application of computer engineering/science technology to a
model of the operational system variables. Research interest in this
area includes the building of predictive, preventive and response
models for individuals and organizations likely to engage in asymmetric
warfare, and application of computer engineering/science technology to
these models to create wargaming simulations for training. Employment
of commercial off-the-shelf tools and methods wherever possible is
desired. All interested parties are encouraged to contact Dr. Meryl
Baker, (407)380-4006, to engage in technical dialog as provided for in
BAA 96-1 Rev 2 (see link below). The recommended four-step sequence
is: telephone call, informal white paper, invitation to submit a
proposal, and contract award for selected projects. This sequence
allows earliest determination of the potential for funding and avoids
contractor and Government time spent on efforts that may have little
chance of being supported. When, and if, invited to submit a proposal,
it shall be sent to NAWCTSD, Contracts Division, Code 27523, ATTN:
Jane Waller, 12350 Research Parkway, Orlando, FL 32826-3275. Please
refer to NAWCTSD BAA 96-1 Rev 2 (see link below) for specific
information on proposal preparation, proposal evaluation, proposal
forms, and other research interest areas. No solicitation shall be
released. Anticipated funding for this initiative for FY2000 under the
BAA is projected to be approximately $750K. Posted 09/24/99
