The Bureau of Reclamation intends to negotiate on a sole source basis with Information Handling Services to acquire internet based access to reference publications for engineering and contractual research. The reference database services required include access to ANSI, ASME, NACE, SSPC, ASTM, IEEE, Specs & Standards, and GSA Source One Contract Information. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for services for which the Government intends to solicit and negotiate with only one source. The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. A Justification and Approval for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that can provide the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. This notice is not a request for competitive quotes. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
