Incorporated (WSI) operates the Nonproliferation and National Security
Institute (NNSI) in Albuquerque, New Mexico under contract to the
Department of Energy. WSI is seeking sources interested in an
Indefinite Delivery/Indefinite Quantity (IDIQ) Task Order Subcontract
for specific training to provide assistance, support, and/or adjunct
services in the following administrative and technical areas for
claffified and unclassified Information Systems Security (ISS) and
Critical Infrastructure Security (CIS): 1. GENERAL EDUCATION & TRAINING
RELATED TO ISS & CIS -- A. Security Officer Training. Entry,
intermediate-and advance-level training for the following classified
and unclassified users: Information System Security Officers (ISSO's);
Designated Accrediting Authorities (DAAs); and system administrators
(including sofware certification and security architecture). B.
Information System Security (ISS). Training in all forms of ISS
including cyber security; forensics; legal aspects; self assessments;
vulnerability assessments; information protection; non-repudiation;
risks and countermeasures; networks; and e-mail monitoring. C.
Management and Planning. Management and planning in all areas of ISS
and CIS (physical, personnel, hardware/software, technical,
communications) to include security policy and procedures, security
plans, program developement and administration, emergency planning,
long-range planning, and continuity of operations. D. Intelligence.
CIS-related training in the areas of special access programs;
information warfare; mission analysis; advantage strategy; program
protection planning; counterintelligence; industrial espionage;
industrial sabotage; and Sensitive Compartmented Information Facilites
(SCIFs), and command post exercies. 2. SECURITY PRODUCTS -- Design and
prototyping of security products to include selection, installation,
and testing and evaluation, and security awareness tools and products.
WSI anticipates the solicitaion to be issued approximately 15 October
1999, with the proposal due in 30 days, and award expected in December
1999. Successful bidders will receive a Task Order Subcontract with a
not-to exceed ceiling amount of $500,001. This IDIQ Subcontract is
being awared to several vendors, and WSI makes no commitment either
actual or implied as to the total amount awarded to each subcontractor.
Interested parties may bid on all the services requsted, or those
portions wherein their expertise lies. Qualified firms desiring
consideration must request to be placed on the bidders list via
snail-mail or e-mail to the aforementioned POC no later than 14 October
1999, verbal requests will not be accepted. The request shall include
Company name, mailing and physical address; point of contact,
telephone, fax, and e-mail address; and facility and security
