(202) 307-3070 The Federal Bureau of Prisons is seeking concerns having
the ability to provide non-secure community based residential services
in the Northern Minnesota area, for male and female Federal juvenile
offenders serving short term sentences of imprisonment or community
confinement as a condition of supervision. Interested sources are
requested to give written notification (including complete name,
address, telephone number and contact person) to the Contracting
Officer listed in this notice. Services required are for juvenile care,
custody, control, accountability, and treatment to include furnishing
subsistence and medical services up to $1,000 per year per juvenile.
The requested services are specific to the needs of juvenile offenders
with a history of juvenile delinquency, substance abuse issues, sexual
adjustment issues, and educational needs requiring structured/certified
treatment programs and comprehensive educational programs. The services
described shall be provided in accordance with the FederalBureau of
Prisons, Statement of Work, "Contract Non-Secure Juvenile Facility,
July 1999". No operational hotel/motel will be considered as a facility
for this requirement. The location of the facility shall be in the
Northern Minnesota area within the boundaries of the following
counties: Carlton, Crow Wing, Clay, Cass, Hubbard, Mahnomen, Norman,
Hubbard, Clearwater, Red Lake, Polk, Pennington, Marshall, Kittson,
Roseau, Beltrami, Koochiching, Itasca, St. Louis, Lake, Pine, Aitkin,
Becker and Lake of the Woods. A Firm-Fixed-Price-Requirements type
contract is anticipated. The contract base period shall be two years
with three one-year option periods to renew. The estimated number of
inmate days are 7,300 for the base period and 3,650 inmate days for
each of the three one year option periods (70% male and 30% female).
The estimated issue date for the solicitation is November 2, 1999. A
pre-proposal conference will be held on November 16, 1999 from 9:00
a.m. to 2:00 p.m. at the Federal Prison Camp, Duluth Minnesota. The
conference will be located at the institution's staff training center
located at 6902 Airport Road, Duluth, Minnesota. Sources interested in
attending the conference must register by submitting, in writing, a
notice of the organization's intention to attend and the name(s) of the
individuals who will be representing the potential offerors at the
conference. The registration must be received by the Bureau of Prisons
no later then November 10, 1999, 2:00 p.m., eastern standard time. The
written notification shall be submitted by facsimile to (202) 307-2780,
or mailed to the Contracting Officer designated in this notice. The
purpose of the pre-proposal conference is for Government
representatives to answer potential offeror's questions regarding the
technical aspects of the solicitation, the facilities required and the
areas in which services will be provided. The estimated closing date
for the solicitation is January 3, 2000. All responsible sources may
submit a proposal which shall be considered bythis Agency. No collect
