This notice constitutes a Request for Quotation (RFQ) for the NASA Johnson Space Center s requirement to supply booths for approximately 100 exhibits for Inspection '99 held on November 3-5, 1999. Set up required from October 25-29, 1999, with any other requirements that might occur on Monday, November 1, 1999; therefore, it is expected that firms outside the local area would have difficulty meeting the quick turn-around requirements which can occur daily. Take down required beginning Friday, November 5, 1999, until completed. The booths are located in 20 different buildings onsite and two offsite. Some areas require additional pipe, drape, carpet, draped tables, tack boards, folding chairs, waste paper baskets, some large blue garbage cans and easels besides the estimated 150 booths. The colors for the drape must be royal blue and white and the tables draped in royal blue to match. The registration area will require 36 ft. of lighted counter space with tables and chairs to the rear plus red carpet up to the counters from the door entrance. A royal blue carpeted and skirted stage 10 x 20 with royal blue pipe and drape behind the stage. Red carpet is required for one of the offsite buildings which is Hanger 990 at Ellington. Various buildings onsite having concrete floors will require royal blue carpeted pathways to the exhibits. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to lease the items from TransAmerica Convention Services, Inc., in Houston, TX, which has, for the past 3 years, successfully furnished the Johnson Space Center with all requirements for this event. TransAmerica currently keeps the necessary color scheme of carpet, drapes, skirts, etc, readily available in their local Houston warehouse. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
