A -- VIRAL INFECTIONS AMONG PERSONS WITH HEMOPHILIA SOL N01-CP-01004-38 POC Sharon A. Miller, Contracting Officer, (301) 435-3783 E-MAIL: Kim L. Hall, Contract Specialist, kh175r@nih.gov. The Viral Epidemiology Branch, Division of Cancer Epidemiology and Genetics, National Cancer Institute (NCI) is recompeting a current contract with Research Triangle Insitute (N01-CP-33002). NCI is seeking a contractor who will support continuing studies of cancer and other diseases related to infection with human immunodeficiency virus (HIV), hepatitis C virus (HCV), and related conditions among persons with hemophilia. This includes expansion of the Multicenter Hemophilia Cohort Study (MHCS), as well as two smaller projects, the Hemophilia Registry and the Hemophilia Family Study. The main activities required to carry out these studies include the following: 1) Initiation, Liaison and Administrative Management, 2) Word Processing and Computing, 3) Development of Study Data Forms, Materials and Procedures, 4) Indentification and Tracing Study Subjects, Data Collection and Monitoring, 5) Laboratory Work Involving Laboratory Specimens, Tests and Laboratory Data, 6) Data Preparation, 7) Data Management, 8) Data Analysis, 9) Documentation, Monitoring Quality Control and Priority Actions, 10) Negotiation with a maximum of 30 comprehensive hemophilia centers for enrollment and prospective follow-up of 3,000 registered patients, 11) Negotiation with Hemophilia Registry centers for prospective follow-up of a maximum of 1,500 registered patients, and 12) Negotiation with hemophilia centers or independent hematologists for enrollment and prospective follow-up of 200 pairs of siblings. The solicitation will include one mandatory qualification criterion to document the ability to enroll and obtain the requisite viable peripheral blood mononuclear leukocyte specimens from the 3,000 hemophilic subjects who are infected with HCV but not HIV for the Multicenter Hemophilia Cohort Study, as well as from as many HIV-infected hemophilic subjects as possible at the same MHCS centers. It is anticipated that an incrementally-funded, cost-reimbursement, completion type contract will be awarded for a five-year period of performance. The anticipated date of the RFP is 15 days from the date of this notice, with responses due 45 days thereafter.
