but are not limited to: operation and maintenance of equipment and
facilities utilized by both Government and contractor personnel in
performance of the EPG mission; provide and maintain fabrication
facilities; automation support; operate motor pools; test planning and
design, and test engineering and operation services; test support,
reporting and execution; operation and maintenance of test
instrumentation, test software, and special purpose equipment; data
collection, reduction and analysis; maintenance, accountability;
research and development to support testing; modeling and simulation;
database development; system development; operation and maintenance of
security intrusion detection systems; preparation of technical
publications; and providing administrative support services. More than
28,000 line items of Government Furnished Property (GFP) will be
provided to the contractor for performance on the contract. Work will
be assigned to the contractor by the statement of work inthe contract,
and through the use of Work Assignment Orders (WAO's), Work Orders
(WO's), and Operations Directives (OD's). Services will be performed at
Fort Huachuca, Arizona, Fort Hood, Texas, and other sites as assigned.
Examples of processes, equipment and facilities employed in
performance of the contract are as follows: Field testing of C4I
systems, including system development, software engineering, hardware
development and acquisition, systems integration, test engineering,
operation and maintenance of test beds, instrumentation and data
collection support; Modeling and Simulation, including prediction and
deployment models, scenario generation, simulation of battlefield
environments, the Virtual Electromagnetic C4I Analysis Tool, Corps
Battle Simulation, Janus, Combat Service Support Control System, Air
Defense Simulation Support Model, Fire Support Simulation Support
Model, All Source Analysis System Reconfigurable Work Station, U. S.
Message Text Format Simulation Support Model, Simulation Application
Suite, and Simulation, Text, Operations and Rehearsal Model; Database,
Data Collection, Reduction and Analysis Capabilities, including Joint
Database Elements, Database administration, Database Populator Tool,
Standard Exercise Database Editing System, Digital Collection,
Analysis, and Review System, and Data Processing Nodes and Units;
Instrumentation, to include the C4I Test Tool Kit, Multi-Functional
Data Collector, Test Control Center, Jammers, Modular Covert Remote
Electronics Warfare Simulator, Global Positioning System
Instrumentation Suite, Realistic Battlefield Environment, and
Communications Environment Systems; Research and Development, to
include Virtual EPG Test Architecture, methods of testing C4I systems,
instrumentation development, and prototype development; Special
Projects, such as operation and maintenance of satellite tracking
systems, fabrication capabilities, and support of classified,
compartmented information programs. Test support functions include
MANPRINT/RAM, operation of anEnvironmental Test Facility,
meteorological support, local area networks, security video systems,
land surveys, spectrum monitoring and motor pools. Facilities operated
and maintained include the Antenna Test Facility, Virtual Battlefield
Environmental Facility, and the EMI/TEMPEST Test Facility. The
instrumented test range includes, control centers, displays,
distributed computers, communications, microwave systems, video
systems, timing, tracking radars, surveillance radars, position
location system, telemetry ground and airborne stations, radar EW
emitter systems and a general purpose radar simulator. The government
contemplates the award of a cost plus award fee contract with a base
performance period of five years with a two option period and a one
year option period for a total possible performance period of eight
years. The best estimate of staffing and manning levels is
approximately 334 on-site personnel exclusive of management,
administrative and supervisory types. The RFP will be issued on or
about 07 Jan 00, and will close on or about 28 Feb 00. In addition, the
Draft Purchase Description for the requirement will be published on the
World Wide Web (www-wsmr.army.mil/docpage/docpage.htm), on or about 18
Oct 1999. Only one pre-proposal conference will be held, which is
presently contemplated for the week 16 and 17 Nov 1999. A general site
visit will be conducted along with the pre-proposal conference. Prime
contractors and their teams who intend to participate in the
procurement will be provided additional site visit time. Interested
parties who anticipate attending the pre-proposal conference must
submit a written, or email notice of intent to attend indicating the
name of their company, the name and nationality of each attendee, along
with the phone number and email address of the company point of contact
for this conference. Submit in writing to the address listed above, or
email to the address listed at the end of this synopsis. It is
anticipated that the solicitation will be issued as a paperless
document via the White Sands Division web page, address listed below.
The solicitation will be issued as an unrestricted procurement, SIC
code 8711. It is anticipated that technical proposals will consist
primarily of oral presentations along with submission of supplementary
written material and cost proposals. The primary purpose of this
approach is to save offerors time and money in proposal preparation and
