Educational Self-Assessment Instrument SRA International, serving as
agent for The Virtual Military Health Institute (VMHI), Fort Sam
Houston, Texas expects to release a request for proposal for the
development of a web-based educational self-assessment instrument
on/about 1 November 1999. The resulting instrument will facilitate VMHI
and Joint Medical Executive Skills Development Program (JMESDP) goals
and initiatives by allowing individual officers to evaluate their
preparation for command-level positions. The VMHI, in conjunction with
the Joint Medical Executive Skills Development Group (JMESDG), defined
40 executive-level competencies published in the program's Core
Curriculum, 2nd Edition. The Core Curriculum will be provided to
potential bidders. Military officers' career plans may include
positions of military treatment facility (MTF) commander, TRICARE lead
agent, or senior member of a lead agent staff. The self-assessment
instrument will be used to determine strengths/weaknesses in the
preparation required for these command-level positions. SRA
International requests that the solicitation be conducted via
electronic media to the maximum extent feasible. Anticipated
requirements of the instrument include: sixty-to-ninety minutes in
length, and appropriate to the experience level of officers in the
grade of O-4 thru O-6. It must be executable on the Internet using
secure procedures. It must manage contingent responses (responses that
shape the content and number of subsequent questions). Non-personal,
non-privacy act data will be consolidated anonymously and made
available to VMHI for publication of a program-wide summary of
educational needs. Immediate knowledge of results of the
self-assessment will be available on-line to the officer. Data must be
provided regarding reliability and validity of the instrument. The
sub-contractor is allowed to propose use of an existing instrument and
will be required to provide data to support this recommendation. The
Period of Performance (POP) for the project is expected to be six
months or less, with final delivery during the DoD fiscal year 00
(ending September 2000). The work site for the project will be the
subcontractor's facility. However, during the POP at least two interim
process reviews will be conducted at Fort Sam Houston (San Antonio,
Texas) and the final delivery is to be made in San Antonio, at the VMHI
offices. SRA International, as the prime contractor, expects to award
this work under a firm fixed price (ffp) subcontract. Selection of one
sub-contractor will be based on the submitted proposal responsiveness
to the overall requirement, project cost, and previous work history in
developing assessment instruments. Additional criteria may be specified
in the solicitation. Special attention will be paid to the offeror's
demonstrated ability to develop educational assessment instruments and
expertise in Web-based technologies. Questions should be emailed to
