N00189-00-R-0006 DESC: The Government intends to negotiate an
Indefinite Delivery/Requirements type contract with firm fixed price
unit prices for the instruction of General Industry Safety Standards
Course as required by the Naval Occupational Safety and Health and
Environmental Training Center, Norfolk, VA. Training will take place in
the Continental United States as well as overseas. Detailed
specifications and delivery requirements will be specified in the
solicitation. The resulting contract will be from the date of award
through 30 September 2000 with provisions for four one-year options.
The offer is an 100% small business set-aside. The Standard Industrial
Code (SIC) is 8299. PHASE I All responsible sources must submit
resumes, past performance, and pricing data to the Fleet and Industrial
Supply Center by 4:00 p.m. on the date the offer is due. One instructor
is required to teach this course. The instructor must have a four (4)
year college baccalaureate degree and at least five (5) years of
experience in occupational safety and health, and/or industrial
hygiene, or any combination thereof, OR a two (2) year associate degree
with a minimum of seven (7) years of experience in occupational safety
and health, and/or industrial hygiene, or any combination thereof, OR
a minimum of ten (10) years of experience, in occupational safety and
health, industrial hygiene, instructional experience (1 year equates
to 160 hours of classroom training per 12 month period) AND at least
one year of aforementioned experience must be in teaching Naval
personnel OR instructor must have at least three (3) years of active
duty in the Navy with an honorable discharge. Offerors shall submit
resumes for two (2) instructors on the provided resume form included in
the RFP. Offerors shall describe their past performance on similar
contracts held within the past three (3) years, which are of similar
scope, magnitude, and complexity to that required by the solicitation,
or affirmatively state that they possess no relevant, directly
related, or similar past performance. Offerors who have held similar
contracts shall provide a detailed explanantion demonstrating the
relevance of the contract to the requirements of the RFP and shall
provide the following information: Contract number(s), name and
telephone number of Contracting Officer's Representative (COR), or
point of contact at the activity for which the contract was performed;
dollar value of the contract, detailed description of the work
performed, number of subcontractors used, if any, and a description of
the extent of work performed by them. The Government shall assess the
risks associated with the offerors past performance and consider the
number, type, and severity of any quality, delivery or cost problems in
performing the contract, the corrective action taken, and the
effectiveness of the corrective action. If resumes are determined to be
unacceptable by the technical evaluation committee, offerors will not
be given the opportunity to correct resumes. Only those offerors whose
resumes are determined to be acceptable will continue to PHASE II
Evaluation for Award. PHASE II consists of the technical proposal which
will be an oral presentation, written material, and price proposal.
Potential offerors are hereby notified that the solicitation and
subsequent amendments to the solicitation will ONLY be available by
downloading the documents at the FISC Norfolk Website:

this office will no longer issue hard copy solicitations. Only by
downloading the solicitation from the website at
http://www.neco.navy.mil will the offeror automatically be placed on
the Bidder's Mailing List. Written requests must include company name,
point of contact, solicitation number, address, phone number, and
email address (if available). Requesting to be included in the Bidder's
Mailing List will not entitle the offeror to a hard copy solicitation.
By submitting a proposal, the vendor will be self-certifying that
neither the requestor nor the principal corporate officials and owners
are currently suspended, debarred, or otherwise ineligible to receive
contracts from any federal agency. Failure to do so may represent
ground for refusing to accept the proposal. The solicitation will be
available for viewing on the websites noted above on or about 18
