U.S. Department of Energy (DOE), Oak Ridge Operations Office (ORO)
seeks a highly qualified Contractor to manage and direct programs of
the Oak Ridge Institute for Science and Education (ORISE). ORISE is a
multi-program DOE facility which has unique and distinctive
capabilities in the following areas: radiation accident management and
emergency preparedness; epidemiological research; science education
programs; professional and technical training; independent
environmental assessment and verification; and integration of
scientific and technical resources through partnerships and
collaborations with academia. In addition to the Contractor providing
technical and program management services to support a broad spectrum
of programmatic activities, the Contractor must maintain certain
research, training, educational, and support facilities provided by the
Government and Contractor. With their submittal of proposals, offerors
are required to submit certifications of their intent to implement the
Right ofFirst Refusal requirements as stated in the Request for
Proposal (RFP) and of offeror's intent to provide equivalent base pay
and equivalent benefits in aggregate, including credit for company
service for all service-based benefits, to the transitioned workforce
it employs during the 3-year base period under the contract. Also, an
independent actuary's certification that the proposed benefits package
is equivalent in aggregate to the incumbent's employee benefit package
is required with the offeror's submittal of proposal. A cost-plus-award
fee, performance-based contract is anticipated with a period of
performance consisting of a transition period (not to exceed two
months), a 3-year base period of performance, and a 2-year option
period. The RFP will be released on or about November 2, 1999, with a
tentative proposal due date of December 21, 1999. Anticipated award
date is mid-March 2000. All responsible sources may submit a proposal.
