Defense Distribution Depot, Richmond, VA has a requirement for
laboratory analysis on chlorofluorocarbon (CFC) and Halon Products in
accordance with applicable specifications (approximately 500 units to
be analyzed). This requirement is to run from 1 Oct 99 through 31 Dec
2000. The Statement of Work is as follows: Provide laboratory analysis
on Chlorofluorocarbon (CFC) and Halon products in accordance with the
applicable Military and Industry Specifications. Requests for analysis
will indicate whether individual tests, complete specification
analysis, or specific research is required. Individual tests may be
billed as single units at the single unit cost, complete specification
analysis may be billed at no more than three units, and specific
research must be coordinated with customer point of contat on the
number of units that will be allowed. The Government will be
responsible for shipping sample cylinders to the lab and the lab will
be responsible for cleaning and shipping the cylinders back tothe
Defense Depot Richmond, VA (DDRV) after the analyses regardless of
whether a single test or complete analysis was performed. Test results
are required within three (30 days of receipt of sample, and clean
cylinders shall be shipped back to the Defense Depot Richmond, VA
within two (2) days of completion of analysis. Test results shall be
provided in a Custom Certificate of Analysis Report that provides
specification standards and the result of each test compared to the
standard, plus non-condensable gas (NCG) analysis, PSI of the samples
as received, and GC/MS unknown compound identification when applicable.
Tracking number shall be shown on all Certificate of Analysis Reports
and these numbers will be identified on invoice documents and DD Forms
250 for certification of payment. Expedited turn-around results will
be provided upon request. Testing will be performed in accordance with
the following specifications: ARI 700 for all refrigerants; ASTM D
5632-95 and MIL-M-12218 for Halon 1301; MIL-B-38741 forHalon 1211; and
MIL-D-4540B for Halon 1202. This requirement is 100% set-aside for
small business concerns. The Standard Industrial Classification Code
(SIC) is 8734. the small business standard is $5.0 million. All
responsible business concerns may submit a quotation which shallb e
considered by this agency. There will be NO written Request for
Quotation. NOTE: ALL VENDORS AND PROSPECTIVE DEPARTMENT OF DEFENSE
CONTRACTORS MUST BE REGISTERED IN THE DOD CENTRAL CONTRACTOR
REGISTRATION (CCR) DATABASE TO RECEIVE AWARD AFTER MAY 31, 1998.
