COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 25,1999 PSA#2461U. S. Department of Commerce, National Data Buoy Center, Stennis Space
Center, MS 39529-6000 66 -- C-MAN WATER/OCEAN TEMPERATURE PROBES SOL 51-QANW-0-00403 DUE
120899 POC Penny S. Parker, Contracting Officer, (228) 688-1705 and fax
(228) 688-3153. E-MAIL: The contracting officer may be reached at the
e-mail, Penny.Parker@ndbc.noaa.gov. The National Data Buoy Center
(NDBC) desires the manufacture of 80 each Coastal Marine Automated
Network (C-MAN) Water Temperature Probes in accordance with the NDBC
specifications and drawings with options to purchase an additional 80
each prior to 12/31/2000 and 12/31/2001. Of the 80 units 50 units are
to have 50 foot cables and 30 are to have 200 foot cables. The
temperature probe shall be constructed to operate normally within the
specified tempreature limits of -50 degrees C to +50 degrees C while
completely submerged in fresh water, salt water, or a non-destructive
antifreeze solution, for periods of up to 3 years. Probes will normally
not be exposed to direct wave action, and are usually not installed in
depths below 199 feet. The electronic data acquisition systems at the
C-MAN sites vary in size and complexity, but each of them have the
same -50 degrees C to +50 degrees C temperature sensor signal interface
embedded in the elctronics circuit design. The interface is
specifically designed around the Yellow Springs Instrument (YSI)
Company 44XXX Series "Thermilinear Component, and a YSI 44312 precision
resistor set. For the NDBC C-MAN water temperature probes, the 44020
thermistor and the 44312 resistor set (less resistor R1) are custom
molded into a sealed, waterproof, stainless steel probe assembly.
Resistor R1 is installed in the electronics interface as part of the
bridge circuit for tempreature measurement. Fabrication of the probe
assembly is not extremely complicated and should be well within the
capability of many companies that maintain a high quality,
professional, electro-mechanical production facility. The mechanical
components are available from the YSI distributors. NDBC reserves the
right to require inspection of the fabrication process by a designated
technical or quality representative. Each temperature probe delivered
must be vendor testedat 10 degree (+/-2 degrees C) intervals over the
entire temperature range and be accompied by the vendor's certificate
or data sheet showing the probe output is within +/- 0.5 degrees C of
the reference termperature at each test point. New probes must
complete a physical inspection and temperature chamber acceptance test
at the NDBC facility within 30 days after delivery, prior to formal
Government acceptance. All temperature probes delivered shall be
warranted by the vendor to be free from all manufacturing defects
affecting normal operation for 1 year. Site inspection required prior
to award. Delivery FOB Destination 120 days after award. This is a
small business set-aside. Requests for the IFB packaged should be faxed
to Penny S. Parker at (228) 688-3153 or e-mailed to
