This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is HAR003004 and is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-12. The Standard Industrial Classification (SIC) code is 2672, with a small business size standard of 500 employees. This procurement is set aside for small business concerns. SUPPLY AND DELIVER an estimated 364,000 asphalt laminated kraft paper mulch sheets with a fifty (50) percent increase quantity option to be executed by written notice no later than 30 calendar days after the latest required delivery date. Sheets will be used to reduce competition from herbaceous vegetation by being placed on the ground around newly planted tree seedlings. TECHNICAL SPECIFICATIONS: 1) Size -- 36" x 36" sheets with a 6" "X" cut in the center, aligned with the corners of the sheet; 2) 30-60-30; 3)with glass fiber scrim; 4) two layers with high wet-tensile strength (approx. 5 lbs. per inch machine direction. PACKAGING AND MARKING: 1) Packaging -- Paper shall be: 1) Unfolded, in tied bundles of 100 and 2) palletized 4,000 sheets per pallet. Pallets shall become the property of the Government. DELIVERY AND ACCEPTANCE: 1) Delivery -- F.O.B. destination on or before scheduled deliveries of January 7 for 184M and January 21, 2000 for 180M, to the Bureau of Land Management, Roseburg District, Fire Warehouse, 2300 N.W. Aviation Dr., Roseburg, Oregon 97470. Pallets shall arrive on a flat bed truck/trailer which provides accessibility from sides for purpose of unloading by the Government. Consignee shall be notified at least 24 hours prior to delivery. Delivery shall be made between 8:00 a.m. and 4:00 p.m. Monday through Friday, holidays excluded. 2) Acceptance -- Inspection and acceptance of mulch sheets will be made by the Government at the place of delivery. QUOTATIONS SHOULD INCLUDE: 1) Price per 1,000 (M) mulch sheets; 2) proposed delivery schedule, and 3) FAR provision 52.212-3 Offeror Representations and Certifications -- Commercial Items. APPLICABLE FAR CLAUSES AND ADDITIONAL PROVISIONS (included by reference): Clauses 52.212-4 Contract Terms and Conditions -- Commercial Items, including clause 52-211-16 (insert 5% which applies to each quantity to be delivered), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, and Provision 52.212-1, Instructions to Offerors -- Commercial. Award will be made to the responsible quoter whose quote is most advantageous to the Government. Quotations shall be sent to the Bureau of Land Management, Oregon State Office (OR952), P.O.
